NEW CONTRA COSTA GOVERNMENTAL COMPLEX
1, NLOTE that anew Governmental Complex in downtown Martinez will need to incorporate
approximately 140,000 gross square feet to meet tete f-uture space needs of the Board of
Supervisors, Cleek of the Board, County Adn^#,;n strator, County Counsel,Harman Resources,
Risk Management, the Training Institute, Cler ,, ecorder,Elections,the Assessor's offices,
and the ad=inlstrative offices of the City of Martinez.
2. CONCUR that it would be desirable to constru t future Count% ui d s in downtown
Martinez at lower elevations than the current Ad=,; ,stration Building In keeping v4th the

Court street).
Concept 2: Court street Cavia Center concept with the neer aver mento pie located
on site A(the parking leets to the north and northwest of 651 Pine street) and the Pandy
Law Center or.Site D.

Concept 3: Perimeter Campus concept with the new Governmental Center sited on Site A
and the Family Law Center on Site C (the parking lots to the south aid southeast of 651
Pine Street).
4. ACKNOWLEDGE that each of these design scherneswrill involve some land assembly, the
development of alternative par-king arrangements for County employees and visitors, the
demolition and/or moving of buildings, as well as the temporary relocation of building
occupants,
5. AGREE that it would be desirable if the development of a new Governmental Complex
complemented efforts underway by the City of Martinez to revitalize their do tow so that it
is an attractive and comfortable place to work, live, and visit.
6. CONSIDER locating the new Contra CostaGovemtnen.W Cotnplex on Site A as it others
urban design advantages including-moving the County's offices farther away ftom residential
neighborhoods and closer to the downtown Martinez shopping district and their 11'.4ture multi-
,story parking garage.
ACKNOVYLEDGE that the selection of the Site A for the new Contra Costa Governmental
Complex will require moving both the physical structure and archival materials of the
Martinez Museum to a new site in the do town area,
DMCT the County Administrator to work with the Martinez Muse-am and the City oif
'Martinez to explore the feasibility of relocating the museum to a new site in the downto,'A'n
Martinez area.
9. RECOG"INUE that a portion of Site A(the parcel of land directly a4jaeent to Court Street) is
owned by the Contra Costa Community College District.
10, DIRE CT the County Administrator to initiate discussions with the Cor-munity College
District regarding the feasibility of leasing or acquiring the parcel of land owned by the district
along Court Street,
&ACKGROUND
Since May of 1998,the Board of Super-visors, County staff and the City of Martinez have beer.,
engaged in a joint plane ng effort to accommodate the Count3es need for additional office Space
and parking for both employees and the visiting public in the dovmtown Martinez area,
Specifically, the Board has taken the following actions:
In May 1998, the Board of Supervisors agr-eedto retain O'Brien Kreitiberg to prepare a Building
Esialuation Report on the North Wing and the South Tower at 651 Pine St. O'Brien Kreitzbetg
and their consultants, The Ratcliff Architects, Forel),Elsesser Structural Engineers and Glaye er
.LMechanical/Electrical/'Plumbing Engineers, completed the Building Evaluation Report in
'\11-ovember 1998. The report concluded that both buildings had outlived their useful lives and that
replacement of the Administration complex was less costly than repairing and upgrading the
buildings,
InDece m.ber 1998 the Board of Supervisors authorized the financing of a new Family Law Center
in downtown Martinez.
On April 6, 1999, the Board o-; Supervisors agreed to retain Ross Drulis Architects&Planners to
design.the new Family Law Center. In addition,the Board authorized Ross Drulis to Study
potential alternative sites for the Family Law Center to assure that the new courthouse isnot built
on a site that would be better suited to the new County Governmental Complex,
Or.,may 25, 1999, the Board of Supervisors approved the County Administrator's
recommendations regarding the clustering of certain legislative and administrative functions into a
new Governmental Complex, directed the County Administrator to explore the feasibility of
relocating Building Inspection and Community Development-to Glacier Drive, and acknowledged

that the two optimal sites for ffirther study for the Family Law Center included the parking lot
a4Jace t to i i I I Ward Street and the block the,now houses the assessor's office,
On Jena 15, 1999 the County Adrininistrator reported to the Board of Supervisors regarding the
responses to the Request for Iffamiataon(RF 1) sent to real estate owners and developers the
County regarding possible locations for a new Government Complex gather than do to
f ez. se two locations in the City of Concord were presented to the Board, neither of
these sites appear to be worthy of further analysis given the Cit°.s lick of i nterest expressed by
the City Manager of Concord in his letter to tfae Board of Supervisors dated June 15, 1999.
Since the meeting of June 15, 1999, Russ Dr its Architects and Piers has completed their
programming shady%itb the courts and developed prelitnin&ry floor layouts of the Family Lasa
Center on both Sites C and D. In addition, Clayton Environnnental was hired to conduct an
environmental, lizards survey at each of these sites. Their preliminary estimates for demiia� n,
asbestos and lead abatement oft e Assessor's and Veteran's buildings €n Site D are $650,000. A
more detailed analysis of overall project costs for Site C and D will be available by early August
1999.
