Approve and authorize the Health Services Director or is designee (Donn
Wigand, L W) to execute on behalf of the County, Novation Contract
#24-932-2 with Rape Crisis Center, for the period from July 1, 1999 through
June 30, 2000, in the amount of $102,000, to providecommunity-based mental
health services for Medi-Cal eligible children and families enrolled in the
Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) Program..
This Contract includes a six-month automatic contract extension through
December 31, 2000, in the amount of $51, 000.

This EPSDT Program supports the following Board of Supervisors ' community
outcomes: 1) Children dren ready for and succeeding in school.,- 2) Families that
are safe, stable, and nurturing; and 3) Communities that are safe and
provide a high quality of life for children and families. The expected
program outcomes are: a) Increase and maintain school. attendance as
measured by school records; b) Increase in positive social and emotional
development as measured by the Child and Adolescent Funcdonal Assessment
Scale ( AFA ) F c) Increase in f anily satisfaction as measured. by the Parent
Satisfaction tin Survey; and d) Decrease in out-of-home placements as measured
by mental health and social services statistics.
Can. December 1, 1998, the Board of Supervisors approved Contract #24-932-1
with Rape Crisis Caster for the period from July 1, 1998 through June 30,
1999 (which included a six-month automatic contract extension through
December 31, 1999) to providein-home and outpatient mental health services
for Medi-Cal eligible children and their families enrolled in the EP DT
Program
This Novation Contract replaces the six-month automatic extension of the
prior Contract,, and allows the contractor to continue providing services
through June 3 , 2000.
