ABSENT: Supervisor Powers . ABSTAIN: None, Rate Increases for Emergency Residential Care Placement Agreements Under SUBJECT: the County's Continuing Care (Short-Doyle Opt-Out) Program (FY 83-84) The Director, Health Services Department, having advised the Board of Supervisors that the State Department of Mental Health has increased the rates to be paid for the care of mental health patients in Board and Care facilities and having recommended new agreements with the facility operators at the new rates; and The Board having considered the recommendations of the Director, Health Services Department, regarding approvals of standard form Emergency Residential Care Placement Agreements with 32 residential care facility operators under the County's Continuing Care (Short-Doyle Opt-Out) Program effective November 1, 19839 IT IS BY THE BOARD ORDERED that: 1. The Director, Health Services Department, or his designee (Henry Greenstone, Ph.D.). is AUTHORIZED to execute, on behalf of the County, standard form Emergency Residential Care Placement Agreements, effective November 1, 1983 through June 30, 1984, with the 32 licensed residential care facility operators spe- cified in the attached "Residential Care Facility Operator Listing," to provide emergency residential care for potentially eligible SSI/SSP applicants under the County's Continuing Care (Short-Doyle Opt-Out) Program; 2. The payment of up to $15.09 per day per client from November 1, 1983, through December 31, 1983, and up to $15.65 per client per day from January 1, 1984, through June 30, 1984, to said facility operators is AUTHORIZED under said Agreements for such emergency residential care, effective November 1, 1983, subject to the budge- tary limitations set forth in County Mental Health Services/Short-Doyle Budget; and 3. The payment of up to $61 per month from November 1, 1983 through December 31, 1983, and up to $63 per month from January 1, 1984, through June 30, 1984, for incidental expenses and personal needs, effective November 1, 1983, is AUTHORIZED to such clients who are enrolled in the County's Continuing Care (Short-Doyle Opt-Out) Program and are placed for emergency residential care under said Agreements, subject to the budgetary limitations set forth in the County Mental Health Services/Short-Doyle Budget. 1 hereby certify that this Is a true and correct copy Of an action taken and entered on the minutes of the Board of Supe ry c on the date hown.
