Reasons for Recommendations and Background: The :united States Environmentai Protection Agency ����� the National Pollutant Discharge Elimination System (NPDE ) Regulations for stormwater discharges on November 16; '1990 requiring Contra Costa County, eighteen of its incorporated cities and the Contra Costa County Blood Control and Water Conservation District to implement their Joint Municipal NPDES Per€r:it for stormwater discharges issued by the San Francisco Bay and Central Valley Regional Water Quality Control Boards. The Permits seely to significaritiy reduce or eliminate alI poWtants from entering the waters of the San Pranclsco Bay - Celta Region. The Clean Water Program is managed by the Contra Costa Clean Water Program Management Committee. The Committee is made op of representatives of each of the eighteen cities, the Co';nty, and the Flood Control District, One of the most important requirements of the Joint Municipal NPDES permit;. is to implement an effective R;blic Education end 'industrial C�treach Program. The education program is along term process to modify social behavior to reauce pollutlon to the Bay Delta. The Contra Costa Clean Water Program Management Committee went through an extensive selection process ci:minating i the reco^ rrendation that Merritt smith Consulting and its sI�-consultants be retai-ned for the 1999/00 fiscal year to provide such services. IV. Co segue ces of Negative Action. if the cosulting services agreement with Merritt Smith Consulting in not approved, then all municipalities will l be in non-co° mance with the Joint M-jnicipa': NPDES permits issued by the San Francisco Bay and Central ✓'alley Regional eater Quality Control Boards. Potentially, fines totaling $10,660 per day and 10 per gallon of stormwater discharge for all affected entities could be unposed.
