Adopt resolution confirrviing Final Report for CSA EM-I (Emergency Medical Services)and setting assessr erats to be collected with the
FY 1999-2000 property taxes.
FISCAL IMPACT:
No General Fund impact. Proposed FY '999-2000 assessor.nits for CSA EM-111 total$4,3 3,E190.31.
tin July 13, 1999,your Board held a public heaving on the Tentative deport for CSA.EM-I and adopted a confirming resolution declaring
the Board's intent to levy assessments set foams in that report. Pursuant to Ordinance Code Section 1.012-2.612,tl c attached Final Report
for CSA EM-1 updates the Tentative deport based solely upon changes it ownership,changes of address,subdivision of existing parcels,
and changes in the class of use of parcels.
Revenues :even the CSA EM-I assessmentss are used to provide an enhanced countywide emergency medica service systems as approved
by the voters with the passage of pleasure 4l in November 1988. Enhanced EMS services include(1)additional or_-duty ambulance units
to respond to assure paramedic response when appropriate to all emergency calls;(2)training and equipping firefighters countywide with
a rtornatic defibrillators;(3)improver:erats in the communications systerr_s used for providing base hospital r:edical direction to
para.rnedics in the field and for dispatching ambulances; and(4)providing caches of medical supplies stored at fire stations for use in
multicasualty incidents or disasters.
The basic assessment rate proposed for Zone B,comprising all the area.of Cent a Costa County except for San Ramon Malley,is$1 O.03
per single family residence or benefit unit, The rate proposed for Zone A(Sar Dannon galley),which does not include paramedic
ambulance subsidy,is$3,94. These rates are uncharged from the prior year.

Failure to set the CSA EM-1 assessment rate prior to August 10, 1999 may result in the EM-I assessment not being included in the
property tax bills.

SUBJECT:confirmation of Fusel Report for County Service Area .,1 (Emergency
Medical Services), Fiscal Year 1999-2000, and Approval of
Assessments.
WHEREAS County Service Area EM-1 has been established to provide enhanced
emergency medical services as miscellaneous extended services pursuant to the County
Service Area Law (Government Code Sections 25210.1 and following);
WHEREAS the Board, on July 13, 1999, bald a public hearing and thereafter adopted
resolution confirming the Tentative Report for CSA M-1, Fiscal Year 1999-2000 and
declaring its intent to levy and coflect assessments set forth therein; and
WHEREAS the Tentative Report has been revised to conform to the official 1999-
2000 assessment roll and filed as the Final Report for CSA EM-1 , Fiscal Year 1999-2000
pursuant to Ordinance Code Section 1012-2.612;
BE IT THEREFORE RESOLVED that the Board of Supervisors hereby confirms the
Final Report for CSA la d® , Fiscal Year 1999-2000, and hereby levies the assessments
identified therein for fiscal year 1999-2000r The assessment for each parcel shall appear a
a separate item on the tax bill to be collected at the same time and in the same manner a
