SUBJECT: San Joaquin Valley Rail Committee appointment
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
1. RECOMMEND appointing the following individuals to represent Contra Costa County on the San Joaquin
Valley Rail Committee:
➢ Appoint Supervisor John Gioia as the county's elected official representative
➢ Re-Appoint Howard Abelson (former EI Cerrito City Councilmember and former BART Director) as the
county's non-elected official representative
➢ Appoint Redevelopment Agency Director Jim Kennedy as an alternate
BACKGROUND/REASONS FOR RECOMMENDATION:
The San Joaquin Valley Rail Committee is an advisory group composed of the counties along the route of the
Caltrans/Amtrak's San Joaquin passenger rail service--from Oakland to Bakersfield. The San Joaquin stops at the
Richmond, Martinez and Antioch train stations in Contra Costa County. The committee meets every two months and
makes recommendations on issues regarding rail passenger service in the San Joaquin corridor. Howard Abelson
and Jim Kennedy have been Contra Costa County's representative on the committee. Each county is supposed to
have one elected official on the committee. Supervisor Gioia attended the last committee meeting in Antioch and
regularly rides the San Joaquin from Richmond to Martinez. Supervisor Gioia has expressed an interest in serving on
this committee since Richmond is the site of the only BART-Amtrak station in the Bay Area.
