BACKGROUND/REASONS FOR RECOMMENDATION
Area 4 at the Plea ant Hill BART Station is our'renely under development. BRIDGE Housing and the
Martin roupt''H`dliday Development are developing e 140 unit project e BRIDGE an 86 unit apartment
project and "alert€n/Hol€iday a 54 unit townhouse project. The development site was owned by the
Redevelopment Agency. The apartment portion hes been sold endtransferred to BRIDGE. The
tornhoe portion has not yet beer trn�;erred t; Martin/,Holliday, the reiotion of utilities to
ccornmodate the BRIME development reQuires relocation of utililty easements on the Agency's
retained portion of the property,

The Redevelopment Agency acquired certain. real property by deed recorded February 26, 10992, in

Book 17269 at page 609, in the Pleasant Hili Area for redevelopment purposes. Pacific Bell has requested
an easernent over a portion of said property, described in Exhldit "A" attached hereto, for aerial
communication faculties. This Baer,' FINIS that the conveyance of such easement is in the public €merest
and will not substantially conflict or interfere with the Agency's use of the property.
This Board hereby APPROVES and AUTHORIZES the conveya:nce of an easement to Pacific Bell,

III. REASON,S FOR R-ECOMMENIDAT 10"-NT/BACKGROUND
The Housing Authority of the County of Contra Costa is required to comply with the new'local
government investmentlawseffective January 1, 1996. The quarterly investment report details all
invest-ments of"the Housing Authority, including custodial institution, type of investrnent, amount invested,
yield, investment date, maturity date, investnnent period, and-estimated maturity value, The investments are
in accordance with the Investment Policy, ensuring safety, liquidity and yield. Ail investments are held in
auviorized investment securities.
IV.
CONSEQUENCES OF NEGATIVE ACTION-
Failure to accept report would result in an audit finding of non-compliance and could uitim-ately
affect future funding from-the U.S. Department of Housing and-Urban Development.
