STATUS REPORT ON THE SAFE FUTURES PROGRAM

RECOMMENDATION:
ACCEPT the following report on the status of the SafeFutures Program.
BACKGROUND:
On June 28, 1999 our Committee met with Mark Morris, SafeFutures Project
Director. We also received the attached report on the status of the SafeFutures
Program.
Mr. Morris noted that the SafeFutures Program is supposed to create systems
changes so that the services the Probation Department provides to its clients are
improved. This involves new levels of cooperation with other County Departments
(like the cooperation with Mental health in operating the Summit Center) and with
community-based organizations, something relatively new to Probation.
Mr. Morris also noted that in the coming year the major emphasis will be on
accountability and trying to evaluate whether the new strategies being tried through
the SafeFutures grant are actually working. The preliminary results are mined. It
seems clear that where the parents are not actively involved with their child it is
much more difficult to make changes in the child's behavior. The program is now
looking at recidivism rates, school attendance and grades to determine the success

Health Services Department's Community Substance Abuse Services and
Probation. mart of the evaluation will include trying to get data for tracking kids to
see what the recidivism rate is. Currently this data is not available, Our Committee
would like Iter. Morris to return to our Committee again when more of the evaluation
has been completed so we can see what successes there have been and where
programs do not seem to be accomplishing their objectives.

SUBJECT: Status of SafeFutures
Attachment I summarizes the status of the SafeFutures project components. Although we
are still working out problems with our management information system,we have
information on about 500 youth receiving some form of individualized attention, and
another 300 involved in group activities (for the period of July 1998 through April 1999).
By the end of the summer, we will have much more complete information about the
profile of youth being served in each component, about the type and extent of services
they are receiving, and about"outcomes"we are achieving with these youth. The
outcomes to be measured address school performance and attendance and juvenile justice
system.involvement.
It is also clear that SafeFutures has contributed to "systems change" in a number of
respects. The Summit center is a prime example of new and strong interagency
collaboration. Another example is the West County Gang Task Force"Core Team."
which involves shared case management for serious gang offenders by several
comm.unity based agencies, along with the city of richmond, the Probation Department,
and both the County Office of Education and the West Contra Costa Unified School
District.
These and other examples of"systems change" are encouraging. However, systems
change is only rhetorical if it does not result in better outcomes for children and families.
Our major emphasis in the next few months will be a serious assessment of how effective
our programs are.
SafeFutures has also been the vehicle for the "Comprehensive Strategy"work rewired by
OJJDP of all SafeFutures sites. Attachment II summarizes the progress to date on the
priorities established in the Comprehensive Strategy process a year ago. Many of the
gels outlined in the Comprehensive Strategy concern filling out the county's
"continuum of care" in juvenile justice. As Attachment II suggests, the County is making
considerable progress in this regard.

Following is a summary of the status of the SafeFutures project components.
Representatives from each component will discuss their accomplishments, challenges, and
preliminary ideas for the next contract year(SafeFutures'fourth year, which will begin in
October 1999).

ATTAC1IMENT 11:
STRATEGIC; PLAN STATUS
JSPAC and other key leaders in the County completed a Strategic Plan for juvenile
j=ustice in July 1998. The plan was developed through a process called the
Comprehensive Strategy, funded (anal required) by OJJDP as an augmentation of the
County's SafeFutures grant.
Following is a summary of the objectives its the 1995 Strategic pian.
