SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND ARID JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to sign a contract on behalf of
the County with BI, Incorporated (RI, Inc.) for electronic monitoring of individuals in the
Electronic Home Detention Program for $120,000 for the period August 1, 1999 to July 30,
2000.
FISCAL IMPACT:
There is no impact on the County General Fund. Fees for inflates in the Electronic Home
Detention Program cover the cost of this contract.
BACKGROUND:
The Sheriff's Office has been contracting with a private vendor to supply electronic Monitoring as
a part of the Electronic Home Detention Program. That contract expires in July 1999, and the
vendor is involved in a bankruptcy action. A contract with BI, Inc. will ensure the continuity of the
Program, The Board of Supervisors approved policies increasing the fees charged to inflates
participating in the Program commensurate with the increased cost of BI, Inc. services.
CONSEQUENCES OF NEGATIVE ACTION:
The Sheriffs Office would not have a contract in place with a reliable provider of electronic
monitoring services which could force the Sheriff to close the Electronic Home Detention Program,
forcing otherwise eligible inflates to spend their sentences in custody.

RECOMMENDATION:
APPROVE and AUTHORIZE the Risk Manager to execute a renewal contract with Skamser and
Associates for consultation and technical assistance on the County's Americans with Disabilities
Act (ADA) Program in an amount not to exceed $60,000.
FINANCIAL IMPACT:
Costs for consultation and technical assistance are funded through the Workers' Compensation
Self-insurance Trust Fund.
BACKGROUND/REASONS FOR RECOMMENDATION:
The Americans with Disabilities Act provides protection against discrimination to disabled
individuals. The Act prohibits discrimination on the basis of disability in employment, public
services and public accommodations. The Act makes employment discrimination against
qualified individuals with a disability unlawful. It prohibits discrimination in training, promotion,
retention and other aspects of employment and requires employers to provide reasonable
accommodation to qualified disabled employees and applicants for employment.

The County contracted with Skamser&Associates to provide consultative services on the Americans
with Disabilities Act (ADA). [wring the initial six-month contract {period, there was an ADA
assessment on the needs of the County, review of existing forms and procedures, assistance with
individual cases, training for departments on the need for essential function job descriptions and
reasonable accommodation. The consultant has been working with departments on completion of
their essential function forms.
During the next contract period, the consultant will provide assistance on developing the bank of
essential function job descriptions, training on reasonable accommodation, sensitivity to disabilities,
and interviewing techniques for individuals with disabilities. Consultation will also continue on
pending issues with regards to policies and procedures, and consultation on ongoing individual cases
as well as any new cases.
The contract for the six-month period, July 1, 1999 through December 31, 1999, is at an hourly rate of
$60. During that time, the consultative services will be monitored and evaluated.

Decision Management Company, Inc (DMCI) in the amount of$32,968.09 to upgrade the existing
Questys Text & Image Management System in the Office of the Clerk of the Board of Supervisors.
FISCAL IMPACT:
None. Funds are budgeted for Y2K compliance.
BADKOR€ OND/REASONtSJ FOR RECOMMENDATION(S):
Following an assessment by the Department of Information Technology of the current Questys
System, it was found that in order to be compliant with Y2K, an upgrade of the system was
needed. DCMI will provide the necessary hardware and software configuration, maintenance,
testing, and training to bring the current system into compliance with Y2K.

I. RECOMMENDATION
A. APPROVE a consulting services agreement with Gutierrez/Associates, AIA, 1616 Franklin Street,
4202, Oakland, California 94612, for architectural services for .Addition to 1034 Oak Grove Road,
Concord for Health Services. The agreement will be effective July 203 1999 and will provide for full
design and construction observation services, with a payment limit of$34,000.00, which amount shall
not be exceeded without prior, written authorization by the Director of General Services. The
agreement shall apply to charges for services from and after June 16, 1999.
B. AUTHORIZE the Director of General Services to execute the agreernent and to issue written
authorizations for extra work, provided that the cumulative total extra cost for all such authorizations
shall not exceed $3,000.00.
II. M ANCIAL IMPACT
Project will be funded by use of tax exempt financing for capital improvements. Debt service payments
are budgeted within the Health Services Department.

A. The project involves a new addition of a minimum of six offices, two classrooms, a lobby and

Architectural Selection committee at interviews held on April 13, 1999.
C. Negotiations have been completed and an appropriate agreement is ready to sign.

APPROVE the First Amendment effective July 20, 1999 authorizing an increase in the payment limit
from $25,000.00 to $50,000.00 for the consulting services agreement dated January 19, 1999, with
Randall B. Lawrence, 508 Cavalier Court, Suisun City, California 94555, for architectural and project
management services for various building remodeling and construction projects. AUTHORIZE the
Director of General Services to execute the amendment. The amendment shall apply to charges for
services from and after July 1, 1999.
II. FINANCIAL IMPACT
Funds will not be encumbered by the amendment except when services are ordered on a project-by--
project basis by the Acting Architectural Services Manager. Each order will include a payment limit
and a work authorization charge number. The services will be charged to the appropriate capital project
fund or to department funds when services are requested by client departments.
III. RECOMMENDATION
Mr. Lawrence has been providing architectural services for the County since January 19, 1999. He is
retained on a project-by-project basis to provide architectural and project management services for
various projects as a contract employee. The Architectural Division must beep up with client and
contractor reeds can a timely basis to reduce delays in designing, remodeling and building County
facilities and to avoid contractor claims for delay damages. This contract employee arrangement has
provided a flexible means of supplementing the Architectural Division.staff.

FIRST AMENDMENT TO CONSULTING SERVICES AGREEMENT
FOR ARCHITECTURAL SERVICES FOR MISCELLANEOUS
BUILDING CONSTRUCTION PROJECTS
Effective hate and P'artle : .Effective July 20, 1999, Randall B. Lawrence(herein called "Consultant"), and the County of Contra Costa(herein
called"County"),a political subdivision of the State of California,mutually agree as follows:
2. Purpos : On January l9, 1999,the parties entered into a contract entitled"Consulting Services Agreement,"referred to as the"Agreement,"which
covers architectural and project management services for various building remodeling and construction projects. The parties desire to amend the
Agreement to increase the payment Iimit which will continue this contract employee arrangement that has provided a flexible means of
supplementing the Architectural Division staff. The contract completion date, "through completion of construction of assigned projects,"remains
unchanged.
3. Amfndmilts to Amement:
I the Agreement,Paragraph I(e)change the Payment Limit from$25,00'0 to$50,000.00. This change shall apply to charges from and after duly 1,
1999.
