Rupf, Sheriff-Coroner Contra DATE: Jure 11, 1999 Costa County SUBJECT: Contract, B1, Incorporated SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND ARID JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to sign a contract on behalf of the County with BI, Incorporated (RI, Inc.) for electronic monitoring of individuals in the Electronic Home Detention Program for $120,000 for the period August 1, 1999 to July 30, 2000. FISCAL IMPACT: There is no impact on the County General Fund. Fees for inflates in the Electronic Home Detention Program cover the cost of this contract. BACKGROUND: The Sheriff's Office has been contracting with a private vendor to supply electronic Monitoring as a part of the Electronic Home Detention Program. That contract expires in July 1999, and the vendor is involved in a bankruptcy action. A contract with BI, Inc. will ensure the continuity of the Program, The Board of Supervisors approved policies increasing the fees charged to inflates participating in the Program commensurate with the increased cost of BI, Inc. services. CONSEQUENCES OF NEGATIVE ACTION: The Sheriffs Office would not have a contract in place with a reliable provider of electronic monitoring services which could force the Sheriff to close the Electronic Home Detention Program, forcing otherwise eligible inflates to spend their sentences in custody.
