The contract period, FY 1998@99, remains the same. II. FICIAL IMPACT No County funds are required. Federal funds alone account for the increased payment limits. III. BACKGROUND On August 4, 1998 the Board of Supervisors authorized approval to conduct contract negotiations and authority to sign Title III Calder Americans Act contracts for the Office on Aging. The Office on Aging received an Amendment No. I and No. 2 to the California Department of Aging Standard Agreement No. 29-002 which.the Board approved on August 4, 1998. The amendment increases the allocation allowing the program to provide additional services to the Contra Costa County residents residing in a skilled nursing facility or board and care home ag-�Ncified above. Diablo High School Day Treatment Program., BACKGROUND: In April 1999, the State Department of Mental Health awarded the Dental Health Division a one-time allocation for the purpose of augmenting the Children's Systema of Care, Upon approval by the Board, a portion of these funds will be used for the purchase and installation of a modular portable classroom for a school-based day treatment program for seriously emotionally disturbed adolescents at Mt. Diablo High School. The:'Mental Health Division is contracting separately with FamiliesFirst, Inc. to provide the Mt. Diablo Day Treatment Program. This Board action will authorize FamiliesFirst, Inc. to purchase and arrange for the installation of the portable modular classroom for the program.. Rupf, Sheriff-Coroner Contra gg Costa DATE- dI�I�e 6 21g 1999 County SUBJECT: Contract for Education Services in Adult Inmate Facilities SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND ARID JUSTIFICATION ,RECQhDT MI ATION: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute, on behalf of the County, a contract with the Contra Costa County Office of Education in the amount of $186,867 for the continued provision of educational services to inmates in Contra Costa County adult detention facilities for the period July 1, 1999 to June 30, 2000. FISCAL IMPACT- This contract is fully funded by the Inmate Welfare Fund; there is no fiscal impact on the County. BACKGROUND; The County has contracted with the Contra Costa. County Office of Education since 1955 to provide educational services at the admit detention facilities. This service provides inmates with education in basic literacy, GED preparation, substance abuse prevention, computer shills, flood control, landscaping and woodworking. CONSEQUENCES OF NEGATIVE ACTION- This opportunity to prepare inmates to become contributing members to society upon their release would he lost. One agreement is for the purpose of reserving accommodations for the placement of two (2) delinquent wards of the Juvenile Court in Del Norte County's liar-O Boys Ranch at a monthly rate of$1,700.00 per reservation. The second agreement would permit the placement of additional delinquent wards from Contra Costa County at liar-O Boys ranch, if Contra Costa County needed the resource and if space were available at the Del Norte County facility. The monthly rate for space available placements is $1,850.00 per month per ward. BACKGROUND Del Norte County operates their boys ranch under the provisions of Section 880, Welfare and Institutions Code. The camp has 42 beds which exceed their needs and they make beds available to other counties under the previsions of Section 888, Welfare and Institutions Code. Section 755, Welfare and.Institutions Code, allows the Juvenile Court to permit a ward's placement out of county under the supervision of the probation Officer of that county. Contra Costa County has had agreements with Del forte for such placements since 1994. Several mirrors not suitable for placement at the grin.Allem Youth Rehabilitation Facility have successfully completed programs at liar-t3 Boys Ranch and the county currently has two minors in placement there.
