SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to AMEND contract # 21-177-8 with Family Stress Center in the amount of$11,500 increasing the spending limit to a new spending limit of$210,500 for continued Perera Aid Services for the period from December 1, 1993 through Jure 30, 1999. FENANCIAL IMPACT- Federal Federal and State participation at 70% ($3,050), County match at 30% ($3,450). CHILDREN'S IMPACT STATEMENT: N'T: Parent Aid Services support three of Contra Costa County's community outcomes: "Children and Youth healthy and Preparing for Productive Adulthood," "Families that are Safe, Stable and Nurturing," and "Communities that are Safe and Provide a high Quality of Life for Children and Families." The expected outcomes are that an increased number of children and youth will receive treatment services they require in a more timely manner, and that out-of-home placements will be more stable due to the availability of supportive services. BACKGROUND: The increased program cost is due to the development of a centralization model of service delivery in Central County. The model will be expanded to East County in the new contract period and will be used as a base for a public bid process in the next contract period. SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE Contract#21-437-1 with Imani Facilities, Inc. in the amount of$200,000 for Receiving Center Services in Lest County for the period from June 1, 1999 through August 31, 2000. FINANCIAL IMPACT: Program casts are funded 70%by the State, with 30% County Cast. The Children's Receiving Center supports three of Contra Costa County's community outcomes: "Children Ready for and succeeding in School,"" `Children and Youth Healthy and Preparing for Productive Adulthood," and"Families that are safe, Stable and.Nurturing." When necessary to remove a child from home, receiving centers provide a safe, child- friendly place in the community. The center helps meet children's basic need for food, clothing, shelter, medical and mental health care, while limiting disruption in school. BACKGROUND The Board of Supervisors approved the West County Receiving Center in 1997 in response to RFP 1044, with EHSD selecting Imani Facilities, Inc. to r=an it. The County currently has Receiving Centers in West County (Richmond) and East County (Antioch), with plans to open a third center in Central County, Effective July 1, 1999, public health nurses will be available to provide on-site wellness assessments in both receiving centers. REASONiS FORCON[1 ENi D TIONS/BACKGROLt : The Contra Costa County Community Services Department is the largest child care provider in the County. Funding for the Gild Development Division's programs is provided through a combination of direct funding from the California Department of Education and pass-through funding agreements with other agencies in Contra Costa County. Since 1994, the Community Services Department has contracted with the Contra Costa Cornmunity College District to administer and operate the District's State Preschool program. This "expanded state preschool program" provides both part day and full day preschool services as well as wholesome, nutritious meals to approximately 350 low-income children across Contra Costa County. Expanded state preschool services are provided by the Community Services Department and six community-based organizations who contract as delegate agencies. Approval of these contracts will allow the County to continue providing quality preschool services to approximately 350 low-income children in Contra Costa County.
