SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE Contract #21-2703-4 with Bi-Bett Corporation in the amount of$3503,000 for alcohol and drug diversion services for General Assistance (GA) applicants for the period from. July 1, 1999 through June 303, 2000. All County expense, includedt^ p i{ pn the1999/001 budget. [ This contract directly supports three of Contra Costa County's community outcomes: Families that are Economically Self-Sufficient; Families that are Safe, Stable, and Nurturing; and Communities that are Safe and Provide a High Quality of Life for Children and Families. By confronting denial and addressing substance abuse, participants can overcome addiction and other barriers to self-sufficiency, while reducing the impact of substance abuse on their families, 13i-Kett has provided nonresidential drug and alcohol recovery services for Contra Costa County since 1995. Program services include drug and alcohol abuse education, drug testing and individual and group counseling, in a substance-free environment. Clients are referred for alcohol and drug recovery services following confirming substance abuse screening. Drug and Alcohol recovery services are located in West, Central and East County. GA applicants with identified substance abuse problems participate in treatment services as a condition of GA eligibility. Failure or refusal to comply with the treatment program may result in termination of aid and sanctions. A three-part process identifies GA clients with potential substance abuse problems, confirms client substance abuse problems through drug and alcohol professionals, and then channels those persons with confirmed substance abuse problems to drug or alcohol recovery services. The contract limits services to GA applicants specifica� erred by EHSD. SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED APPROVE and AUTHORIZE the Employment and Hunan Services Director, or designee, to EXECUTE contract#21-364-2 with Moss Beach Homes, Inc. in the amount of$190,000 for receiving center services in East County for the period. from July 1, 1999 through June 30, 2000. M-CAL Program costs are reimbursed 70% by the State with 30% County cost. CLD EN'S IMPACT STATEMENT: The Children's Receiving Center supports three of Contra Costa County's community outcomes: "Children Deady for and Succeeding in School," "Children and Youth Healthy and Preparing for Productive Adulthood," and "Families that are Safe, Stable and. Nurturing." When it is necessary to remove a child from home, the receiving center provides a safe, child friendly place in the community. The center helps meet children's basic needs for food, clothing, shelter, medical and mental health care, while limiting disruption in school. The center allows EHSD workers to mediately assess children's need for out-of-home care and match available resources with children's needs. By providing time for family assessment, the center reduces the number of disruptive placements to which a child is subjected. Provided to children at the fast County .Deceiving Center in Antioch are food, clothing, bathing facilities, health assessment, transportation, counseling, and ongoing assessment of out-of-home care placement .needs and available resources. The Board of Supervisors approved. the East County Deceiving Center in 1997, with. EHSD selecting Doss Beach Homes, Inc. to run the center. Since that time, community contributors to the center have included Restoration Hardware, Pottery Darn., Disney, William Sonoma, State Farm Insurance, Starbucks, Canari Press, Pfizer, Mrs. Grossman's Sticker Co., and MOMS Club of Discovery Bay. Donated items have included food,clothing, medicine, money, toys, kitchen and household items, furniture, and books, with total in-kind contributions near$59,€100. In addition to running the East County Deceiving Center, Moss Beach Homes, Inc., provides technical assistance and, guidance to Imani Facilities, Inc., the West County Deceiving Center contractor, and is assisting in the development of a receiving center in Central County. The statute required that each county submit, as a supplement to its GAIN Plan, a plan to implement Cal Learn. Contra Costa County implemented its Plan, August 1, 1994. The program was specifically designed to benefit pregnant and parenting teens. In a continuing effort to assist the teen in the successful transition from Cal Learn to CalWORKs and then to unsubsidized employment, Supporting Transitions to Employment Program (STEP) was developed. East Bay Perinatal Council has been under contract with the County to provide Cal Learn case management and supportive services since the state inception of the program. The purpose is to beep those teens in school and assist them in obtaining a high school diploma or its equivalent. The California Legislature established the Cal Learn Program in senate Bills 35 and 1078 (Chapters 59 and 1252, statutes of 1993). The statute required that each county submit, as a supplement to its GAIN Flan, a plan to implement Cal Learn. Contra Costa. County implemented the required Plan, August 1, 1994.
