APPRO'VE.and AUTHORIZE the Employment and Human services Director, or designee,to
EXECUTE Contract#20-512-21 with the Child Abuse Prevention Council of Centra Costa in
the amount of$44,700 to provide a county wide child abuse prevention program for the
period of July 1, 1993 through June 30, 2000.

The funds requested represent the level of support authorized in previous years by the Board
of Supervisors to address the needs of the community served by the Child Abuse Prevention
Council of Contra Costa,

The contract with the Child Abuse Prevention Council will support Contra Costa County's
Outcome(s): #2 " Children and Youth Healthy and Preparing for Productive Adulthood",
44 "Families that are Safe, Stable and Nurturing", and'*5 Communities that are Safe and
Provide a High Quality of Life for Children and.Families". The expected outcomes will be a
decrease in the number of incidents of child abuse, a decrease in family related stress, an
increase in child abuse prevention awareness, and an increase in family stabilization.

RECOMMENDED ACTION:

FINANCIAL IMPACT:
Cost incurred through this agreement will be billed against feller Canyon Surcharge Revenues.
CHILDREN'S IMPACT STATEMENT:
Support of the Food Bank promotes Contra Costa County's Outcome #1 affecting children,
"Children and Youth Healthy and Preparing for Productive Adulthood", by alleviating hunger in
families.
The funds requested represent the level of support authorized in previous years by the Board of
Supervisors to address needs served by the Food Bank.

SUBJECT: Participation in the Summer Youth Employment and Training Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) 8Z BACKGROUND AND USTIFICATION
Authorize the County Administrator, or designee, to execute an agreement between the County and the
Contra Costa County Office of Education, under the terms of which 1999 Sommer Youth Employment
and Training Program (SYETP) participants will be placed in various County departments to receive work
experience during the period of June 1 Sth, 1999 through August 31, 1999 contingent upon execution
of a Master 1999 SYETP contract between the Contra Costa County Private Industry Council and the
Contra Costa County Office of Education for provision of the 1999 SYETP.
FINANCIAL IMPACT:
The placement of 1999 SYETP participants in various County departments will result in no additional
personnel costs to the County, and the additional work provided by the participants should be of more
value than cost of supervision, worse tools, and the other costs necessary to support the additional
workers.

CHILDREN'S IMPACT STATEMENT
SYETP supports the community outcome of "Children and Youth Health and Preparing for Productive
Adulthood" by providing job training and experience to low income youth. No outcome data is available
at this time.
BACKGROUND/REASON(S) FOR RECOMMENDATIOWS1
SYETP provides needed job-related training and income for low income youth of the County, while at
the same time providing needed services which cannot be met by existing County staff.
Each year the federal government provides funds to the County to conduct youth employment and
training programs, and regularly the Board has authorized departments to participate in the program as
they so choose. The program has proven to be beneficial to both the departments and the youth who
participate.
The recommended action will authorize department heads to enter into agreement with representatives
of the Contra Costa County Office of Education to place youth in work employment and training slots
within various departments determined by the department head.
Authorizing the County Administrator, or designee, to execute the agreement will expedite the process.
The program is scheduled to begin on June 15, 1999
CONSEQUENCES OF NEGATIVE ACTION
The consequences of negative action would be to deny the County departments of needed human
resources and any low income youth a meaningful job-related training experience.

Approve and authorize the Health Services Director, or his designee (Donna
Wigand) to execute on behalf of the County, Contract #24-826-6 with. Farm
Childhood Mental. Health Program, in the amount of $132,570, for the period
from July 1, 1999 through June 30, 2000, to provide assessment and treatment
services to Medi -Cal eligible children under the age of 6, and their
families, in West Centra Costa. County. This Contract includes a six-month
automatic extension 'through December 31., 2000, in the amount o $66,285.

development, avoidance of out-of-home placements, reduction of reports
involving Children's protective Services, increased family satisfaction, and
an increased use of public and community-base e resources,
On September 1, 1998, the Board of Supervisors approved Contract #24-826-5
with Early Childhood Mental Health Program, for the period from July 1, 1998
through dune 30, 1999, to provide early childhood assessment and treatment
services in West County.
Approval of Contract #24-826-6 will allow the Contractor to continue
providing services through June 30, 2000.

Approve and authorize the Health Services Director, or his designee (Donna
Wiga.nd.) , to execute on behalf of the County, Contract #24-939-44 (1) with
Asia. Pacific Psychological, Services, for the period. from July 1, 1999
through June 30, 2000, to provide Medi-Cal rental health special ty services,
to be paid as set forth below:
a. .50 per minute for mental health services, as described in
the CCHMP Provider Manual, excluding group therapy sessions;
b. P.14 per minute per individual for group therapy sessions, not
to exceed 90 minutes per session, as described it the CCHMP
Provider Manual; and
C . S 1. 0 per minute for medication support service's, as described
in the CC MIS Provider Manual .
FISCAL IMPACT:

BACKGROUND/REASON(S) FOR RECOMMENDATIONS :
On April 28, 1998, the Board of Supervisors approved Contract #24-939-44
with Asia.-. Pacific Psychological Services, for the period from April, L, 1998
through june 30 , 1999, for provision of Medi-Cal mental health specialty
services .
Approval of Contract 424-939-44 (1) will allow the Contractor to continue
providing Medco-Cal mental hearth specialty services, through rune 30, 2000 .
