DATE: June 16, 1999 SUBJECT; AUTHORIZE EXECUTION OF JTPA VOCATIONAL TRAINING AGREEMENT WITH Career Development Institute (3013) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKS ORUND AND JUSTIFICATI0N to RECOMMENDED_ACTION: Authorize the Executive Director, Contra Costa County private Industry Council, or his designee to: �1) Execute on behalf of the County a standard form Vocational Training Agreement (#3013) with Career Development Institute 405-1411 Street, Oakland, CA 94612 for the term beginning July 1, 1999 and ending June 30, 2000 to provide vocational training to individually referred Job Training partnership Act (DTPA) participants for fees as specified in said agreement; and, (2) Execute additional standard form Amendment Agreements with the above referenced institution as may be need for periodic revisions such as adding or deleting a training course, changing the tuition fees or to comply with changes in Mate or Federal regulations. EMAL Funding for this contract is 100% County dollars. CHILDREN'S IMPACT SATE The Dedicated ,Shelter Croup Home program supports three of Contra Costa County's community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are Safe, Stable and Nurturing," and Communities that are Safe and Provide a High (duality of Life for Children and Families." "Through enhanced shelter services, children are afforded quality temporary placement where they will be safe and well-cared for during entry into the Child Welfare System. Expected outcomes include diversion of children from out-of-home placement and identification of stable placements for those children who do not return home. BACKGROUND/SUMMARY; The goal of the dedicated group home component of the Emergency Shelter System is to increase efficiency and responsiveness to the needs of children in crisis. Youth Homes, Inc. has provided this intensive dedicated group home service since 1997. The contract amount includes allocations for enhanced services, including 24-hour intake, a no-restriction admission policy, and additional services for children whose backgrounds may be unknown at time of placement. Funds are used to reserve the residential availability of services exclusively for Contra Costa EHS placed children. Funded programs will ruga for a minimum of three hours on regular school days, with additional hours and days to be determined at each site. The program is expected to contribute to improved literacy, academic achievement, and an enhanced sense of community, while causing a decrease in the juvenile crime rate. The Employment and Human Service Department will allocate CalWORKS dollars to each State Department of Education funded site as supplemental, start up dollars in proportion to the number of CaIWO Ks children eligible at each site.
