Authorizing Execution of Contract (#19-1257-0) with City of Richmond for the
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
Authorize the Executive director, Contra Costa County Private Industry Council,
to execute on behalf of the County a standard farm contract ( 19-1257-0) with
the City of Richmond for Job Development and Placement Services for the period
of July 1, 1998 through June 30, 1999 with a payment limit of $73,835,
subject to approval by County Counsel as to legal form.
11. FINANCIAL IMPACT
None. 100 percent federal and state funds.
Ill. REASONS FOR RECOMMENDATION/BACKGROUND
The Contra Costa Private Industry Council (PIC) Department and the Social
Service Department have entered into a standard form Interdepartmental
agreement for the PIC to provide job development and placement services to
TANF participants from July 1, 1998 through June 30, 1999. This request will
allow the PIC to fulfill Its obligation for TANF participants In the PIC County
Service Delivery Area.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)3 BACKGROUND AND JUSTIFICATION
L RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
(1) execute on behalf of the County a standard form Vocational. Training Agreement
(#2991) with Center for Electronic Art, 250 Fourth Street, San Francisco, CA
94103 for the term beginning September 28, 1998 and ending June'30, 1999 to
provide vocational training to individually referred Job Training Partnership Act
(JTPA)participants for fees as specified in said agreement; and,
(2) execute additional standard form Amendment Agreements with the above
referenced institution as may be need for periodic revisions such as adding or
deleting a training course, changing the tuition fees or to comply with changes in
State or Federal regulations.
II. FINANCIAL IMPACT:
None,one hundred percent federal funded.
III. CHILDREN IMPACT STATEMENT:
This contract is to provide vocational training to appropriate JTPA eligible participants.
This will support the third outcome---Families that are economically self sufficient.
IV. REASONS FOR RECOMMENDATION:

APPROVE and AUTHORIZE a contract for the provision of staff development training by
California.. State University at Sacramento.
SPECIFIC REQUEST(S)OR RECOMMENDATtON(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE AND AUTHORIZE the Social Service Director, or designee, to enter into an
agreement with the Regents of the California State University at Sacramento, Office of
Regional and Continuing Education, to provide on-situ training for Senior Employment
Specialists and Employment Specialists at county sites, between October 1, 1998 and June 30,
1999, for the total amount of$37,700.
FINANCIAL IMPACT:
No County cost. California State University is authorized to provide the County's 15% share
of cost for training under Title IV-A, and the balance is recoverable through State and Federal
funding.
BACKGROUND:
California State University training will address skill building and development for Senior
Employment Specialists and Employment Specialists to use in assisting CalWORKs
participants to become employed and self-sufficient. This training meets the intent of State
training regulations that allow Public Institutions of Higher Education to provide in-kind match
funding equal to the California Welfare Department's share of casts, thereby resulting in no
County expense.
CHILDREN'S IMPACT STATEMENT:
Training to Senior Employment Specialists and Employment Specialists will support County
Outcome #3, "Families that are Economically Self-Sufficient", by training case managers to
connect Ca1WORKs participants with jab training and placements.

RECOMMENDATION'S:
1. APPROVE the contract amendment with Economic and Planning Systems for technical
services related to the Oakley Incorporation, raising the payment limit from $24,000 to
$27,000.
BACKGROUND:
In June 1997, the County,contracted with Economic and Planning Systems to provide consulting
services to the County Administrator and other County [departments regarding the Oakley
Incorporation proposal and representing the County before the Local Agency Formation
Commission. EPS did an excellent job and provided more financial modeling forecasts than
originally anticipated. Therefore, a $3,000 addition to the payment limit is justified.

SUBJECT: Contract With BI,Incorporated
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AUTHORIZE the County's Purchasing Services Manager to sign a contract with Sl,
Incorporated to provide an upgrade to the existing Jail Management System. The upgrade
includes modifications for year 2000 compliance.
FISCAL IMPACT:
The contract amount of$1,044,995 is financed primarily through a five-year lease-
purchase agreement. All funding comes from appropriations in the Sheriffs budget with annual
payments on the lease from lease-purchase funds; no additional funds are requested.
BACKGROUND:
The current Jail Management System, installed in 1991, does not meet current
technology standards nor is it year 2000 compliant. Efficient operation of the County's detention
facilities require that the automated management system be upgraded both for compliance with
year 2000 and to allow compatibility with newer technologies. Sheriff's Office personnel worked
with the County's Department of Information Technology, Purchasing and County Counsel in
selecting and negotiating the contract with Bl, Incorporated.
