are hereby authorized to execute for and on behalf of Contra Costa County,a public entity established
under the laws of the State of California, this application and to file it in the Office of Emergency
Services for the purpose of obtaining certain federal financial assistance under P.L. 93-288 as
amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or
state financial assistance under the Natural Disaster Assistance Act.
THAT Centra Costa County, a public entity established under the laws of the State of California,
hereby authorizes its agents to provide to the State Office of Emergency Services for all matters
pertaining to such state disaster assistance the assurances and agreements required.
BE IT FURTHER RESOLVED that this Resolution supercedes and rescinds Resolution No. 88/646.
BE IT FURTHER RESOLVED that a certified copy of the Resolution be forwarded to the State
Office of Emergency Services through the Sheriff's Office of Emergency Services.

Authorize the Contra Costa County Librarian to apply for and accept California State Library funding for Project
Second Chance in the amount of$44,788 for the period of July 1, 1998,through dune 30, 1999,to:
Fund two part time Library Literacy Specialist(tutor/student coordinator) postions; purchase bulls
snail permit and postage; establish small group literacy instruction in East Contra Costa County;
fund travel and mileage for tutodstudent coordinators; and purchase tutor/student adult literacy
materials.
FINANCIAL IMPACT:
Funds committed i to Project Second Chance by the County Library, Federal grants and private
donations are snatched by the California Library Literacy Service. The ratio of State to local funds
should be a minimum of$1 of State funds to $4.00 of local funds. The total amount being certified is
$179,151. $145,757 is from County Library Funs; $4,150 from P.L, 100-97, Sec. 321 funds; $744 is
from Reading is Fundamental funds; $21,000 in private funds from Prot Sind Chance, Inc.; $2,500
from PacBell; $3,000 from the Miriam and Harold Steinberg Foundation; and $2,000 from the Southland
Corporation.

Funds were made available to fife year and beyond library literacy programs during FY 1990-1991 via a bill
lcrtown as AB 3381 (mer)_ The mount available is based upon funds provided by the librWs local funds
and those raised by the library through community support andfor grants. Each year's request is bid on a
minimum match estimated by the State Library. County funding is available for a full-time Library Literacy
Director and one full-time Senior Cleric. Additional funding is sought through State matching funds to fund the
part-time positions of two Library Literacy Specialists to serve as tutor/student coordinators in East and
Centrat/We t Cone Costal County, who will recruit and train volunteer tutors, maintain tutor/learner
relationships, Intwv4ew adult learners for placement with tutors, evaluate tutoring processes and recommend
tutoring materials; purchase bulk mail permit and postage; establish small group'; literacy instruction in East
Contra Costa County to serve students while waiting for own-tine tutoring; find travel and mileage far
tutor/student coordinators; and purchase adult literacy materials for tutu and students.

RECOMMENDATIONS
AUTHORIZE the DEPUTY Director- Redevelopment, on behalf of the Contra Costa County
Redevelopment Agency, to execute a Technical Assistance contract with Contra Costa County
for Fiscal Year 1998-99; and
AUTHORIZE the Director of Community Development or his designee, on behalf of Contra
Costa County, to execute a Technical Assistance contract with the Contra Costa County
Redevelopment Agency for Fiscal Year 1998-99.
FISCAL IMPACT
The Redevelopment Agency would use tax increment funds to make reimbursements to the
County Community Development Department for transportation planning services rendered
in conjunction with Redevelopment implementation.
BACKGROUND/REASONS. R RECOMMENDATIONS
In implementing its five redevelopment programs, Agency staff from time to time requires the
services of the County's Community Development Department's Transportation Planning
Division to provide technical assistance and information. The work program is expected to
be primarily related to the Pleasant Hill BART station Specific Plan implementation, Oakley
Light Industrial Rezoning, and Bay Point-BART Specific Plan adoption. In order to reimburse
the County Community Development Department for costs incurred, a contract not to exceed
$25,000 is recommended for Fiscal Year 1998-99.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Director of Social Service, or designee, to amend on
the behalf of the County, Contract#21-356 with California Check Cashing Stores in
the amount of$1,300,000 for the period from March 1, 1997 through February 29,
2000, for the storage and distribution of Food Stamp Coupons in Contra Costa County.
FISCAL.
The amendment will alter the rate at which the County reimburses the contractor for
services and will guarantee the viability of the distribution system without creating a
fiscal impact.
As part of the Social Service Department Administrative Expense Claim,
approximately 85% of costs are reimbursed through federal and state funds. County
cast is approximately $65,000 per year.
BACKGROUND:
When the United States Postal Service (USPS) decided to cease acting as the provider
of food stamp redemption services under a contract with Food and Nutrition Services
(FINS), the Social Service Department, with Board authority, entered into a Contract
with one service provider for County wide distribution through nine demographically
dispersed distribution sites.

The County Food Stamp program supports County Outcome #2, "Children and Youth
Healthy and Preparing for Productive Adulthood", by making Food mps avai ble
throughout the County as a means to alleviate hunger in ilies

BACKGROUNDS REASON t 8) FOR RECOMMENDATION(S) :
On February 3, 1998, Board of Supervisors approved Contract 022-617-1
with Tracey Rattray, for the period from March 1, 1998 through February
28, 1999, for the provision of consultation and technical assistance to
the department with regard to the Public and Environmental Health
Advisory Board (PEHAB) .
Approval, of Contract Amendment Agreement #22-617-2 will allow the
Contractor to provide additional services through February 28, 1999.
