REASONS FOR RECOMMENDATIONS/BACKGROUND. Federal Job Training Partnership Act (JTPA) legislation requires there be a Board appointed Private Industry Council (PIC) that in partnership with the Board of Supervisors, is responsible for the operation of the JTPA grant. In accordance with a Board Order approved July 19, 1994, the Private Industry Council was directed to make recommendations for appointments to the Council directly to the Board of Supervisors, without the need to go through the Internal Operations Committee. Appointments to the business categories on the Private Industry Council must be selected from a single list of nominations submitted by the County Chambers of Commerce',(attached); the Walnut Creek Chamber of Commerce has agreed to receive nominations from other County Chambers and compile a single list of nominations from other County Chambers for consideration by the Board of Supervisors. Letters requesting nominations for PIC membership were sent to Chambers of Commerce, labor organizations, economic development agencies and educational institutions. The twenty PIC members are appointed to staggered two-year terms with incumbency limited to three full terms. The nominees (Carolyn Graham. Ron Wetter, Joe Goglio, Cara Rubinstein Hoxie) are all eligible for reappointment; it is the unanimous request of the PIC that they all be reappointed so we can continue to utilize their skills and maintain a core of experienced PIC members. (Applications are attached.) Stephanie Feguson has been unable to attend meetings due to work commitments; her attendance rate during the past year is 45%. A letter was sent to Ms. Ferguson to ascertain her continued participation on the PIC, no response was received. The PIC Chair interviewed Edward Thorpe, Owner of Mr. Postcard, Jo Tieslau, Area Operations Manger of Kelly Services, Linda Best, Executive Director of the Contra Costa Economic Partnership and Dr. Joseph Ovick, County Superintendent of Schools and recommends their appointment to the PIC effective October 1, 1998 for two year terms ending September 30, 2000. Mr. Thorpe, business representative, will be replacing Stephanie Ferguson for a one year term expiring 9/30/59. Ms. Tieslau, business representative, will be replacing Francoise Thimon,' for a two year term expiring 9/30/00. Ms. Best, economic development representative, will be replacing Beth Lee who is no longer eligible to serve on the PIC due to term limitations; Ms. Lee's term expires 9/30/98. Dr. Ovick, education representative, will be replacing Alan Newell, whose term expires 9/30/98; Mr. Newell did not apply for reappointment. PIC members serve as directors of the Private Industry Council, Inc. non-profit organization and as such, new appointees should be appointed to the non-profit organization.
