RECOMMENDATION Declare as surplus and authorize the Purchasing Agent to dispose of equipment and vehicles as specifically set forth below. IL BACKGROUND Section 1108-2.212 Of the County Ordinance Code authorizes the Purchasing Agent to dispose of any personal property belonging to Contra Costa County and found by the Board of Supervisors not to be further required for public use. The items are A) Obsolete, B)worn out, C)beyond economical repair, or D) wrecked beyond repair and are appropriate for disposal. Gilbert Director of General Services Contra Costa County 1220 Morello Ave., Suite 200 Martinez, CA 94553 RE: Surplus Equipment Dear Mr. Gilbert: As a result of the Board of Supervisors Fire District funding allocations this year the Contra Costa County Fire District has miscellaneous equipment to survey out per lists dated June 30, 1998 and August 6, 1998. The Fire Commission has authorized the disposal of all listed items at the Commission Meetings of July 13, 1598 and August 10, 1998. We would request that your office proceed to have the listed equipment declared surplus by the Board of Supervisors and authorize the Fire District to dispose of same. At this point, we do not envision holding a Fire District sale. Some of the items may be of some interest to other County fire agencies, and they will be alerted by sending the attached list. Should there be no intra- county or inter-fire agency transfers, we would like to send surplus items to public auction at "Nationwide Commercial Auction Services" in Napa or the County Recycling Center and/or dispose of items ourselves. We will also transport the surplus equipment to the auctioneers ourselves. Public Hearing - Weed Abatement Vice Chairperson Rittburg opened the Public Hearing. Hearing no commentshe asked for a motion to adopt the`Resolution of Confirmation' confirming the Abatement Report. Commissioner McMillan made a motion to order the District staff to adjust or modify any charges found incorrect because the charge was entered: a) more than once, b) through clerical error, c) through the error or mistake of a material fact. or d) illegally. Motion carried. Operating Budget The Operating Budget dated July 22, 1998, for fiscal year 97/98 was reviewed. Accept and File Reports After review the reports were accepted and filed. Chiefs Report: Budget: Chief Richter reported that he has been working with staff to address the budget problem. Our financial condition has improved due to an increase in Assessed Valuation and a decrease in retirement rates, but funding for capital needs continues to be a problem. The final budget is going to the Board of Supervisors for approval on Tuesday, August 11, 1988, at 11:00 a.m. Negotiations: Chief Richter informed the Fire Commissioners Assistant Chief Mike Argo will, participate in the upcoming negotiations with Local 1230. Arson Investigation Chief Richter reported that there are four Fire Inspectors who have been designated to participate in arson investigation duties. Audit Recommendations Some of the recommendations made in the County Administrator's Office Management Audit are being addressed. Our goal is to have the best/most efficient staffing model in areas needing support. Old Business: None Discussion of Board of Supervisors Meeting Held on August 4, 1998 Discussion regarding the meeting at which the Board of Supervisors accepted the County Administrator's Management Audit and the Davis Company report on Contra Costa County Fire Protection District. Staff was directed to proceed with the implementation of the recommendations which do not involve meet and confer. Also, the Board acknowledged the recommendations of the Fire Chief and the Fire Advisory Commission and approved the response to the 1997-98 Grand Jury Report No 9802 on Contra Costa County Fire Protection District. Fire Commission Meeting August 10, 1998 Page 3 Declaration of-Surplus Equipment Commissioner McMillan made a motion to declare the list of surplus equipment, dated August 6, 1998, surplus. Seconded by Commissioner Arosemena. Motion Carried. Comments - Commission: Commissioner McMillan proposed a more proactive rather than reactive role for the Fire Commission. He suggested that the Fire Commissioners set some goals and objectives. It was decided that the Fire Commissioners will review the Fire Advisory Commission Matrix at the next meeting. Commissioner Cockrell reminded the Fire Commissioners that the next Fire Commissioners dinner meeting will be held on August 27, 1998, at Zio Fraedo's; the guest speaker will be Supervisor-Elect John Gioia, District 1. Commissioner Cockrell announced the Knightsen Town Advisory Council Centennial will be held on September 19 &20#h; there will be a variety of activities. He invited all to attend. Commissioner Arosemena informed the Fire Commissioners that he was involved in an automobile accident on July 28, 1998, on Arthur Road in Martinez. He wanted to express his appreciation for the excellent care he received from a very professional and courteous crew. Additionally, Commissioner Arosemena wanted to thank Battalion Chief Hess and members of the Fire Rescue Foundation for an excellent presentation on Thermal Imagers at a recent Kiwanis Meeting. Commissioner Rittburg stated he enjoyed the events he attended during the Firefighter Olympics. Additionally, he requested that a Fire District representative be appointed to attend the Petro- Chemical Mutual Aid Meeting held on the 4th Wednesday of every month at 11:30 at Zio Fraedo's. Commissioner McMillan made a motion to adjourn the meeting. Seconded by Commissioner Cockrell. Motion carried.
