FROM: PHIL BATCHELOR

DATE: September 22, 1998
SUBJECT: RODEO-HERCULES FIRE PROTECTION DISTRICT BENEFIT ASSESSMENT ELECTION AND
BALLOT
Specific Request(s) or Recommendations) & Background & Justification
RECOMMENDATIONS:
APPROVE the proposed Rodeo-Hercules Fire Protection district supplemental benefit assessment to be levied
on property owned by public agencies under the control of the Board of Supervisors and AUTHORIZE the County
Administrator to sign the ballots supporting the assessment increase, as recommended by Supervisor Gayle B.
Uilkema.
REASONS FOR RECOMMENPA.TIQNILBA+CKGROUND:
In April 1997 the Board of Supervisors approved supporting the independent Rodeo-Hercules Fire Protection
District's benefit assessment. The assessment had been levied by the District since 1987 but was required to be
submitted for voter approval because of the passage of Proposition 218.
The District is currently seeking a supplemental assessment of$59 per single family residence. The supplemental
assessment would be in addition to the existing assessment of$52 per single familyresidence.
The supplemental assessment is being sought to enable the District to increase engine company staffing at its
two fire stations from two firefighters to three firefighters per engine company. The proposed staffing increase will
improve safety and enhance emergency response.
