Barry, AICP Community Development Director DATE: September 22, 1998 SUBJECT: Request for Transfer of Community Development Block Grant (CDBG) Funds SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Auditor-Controller to carry forward $135,820 in unexpended FY 1997/98 CDBG funds allocated to the Neighborhood Preservation Program operated by the Building Inspection Department under CDBG Interagency Agreement 97-04 HSG to CDBG Interagency Agreement 98-5 HSG ' for the FY 1998/99 Neighborhood Preservation Program. Funds are used for the rehabilitation of affordable housing. FISCAL IMPACT No General Fund impact. CDBG .funds are allocated to the County on an annual basis by the U.S. Department of Housing and Urban Development. CDBG funds are used to provide low and zero-interest loans'; to low income homeowners for housing rehabilitation. The Neighborhood Preservation Program is an ongoingprogram. At the close of FY 1997/98, the program had a balance of $135,820 in unexpended CDBG funds remaining under CDBG Project Agreement 97-04 HSG. In combination with $400,000 in FY 1998195 CDBG funds allocated to BID by the Board of Supervisors on April 28, 1998 and CDBG program income estimated at $314,000, reallocation of the FY 1996197 funds to CDBG Interagency Agreement 97-04 HSG will provide a total Neighborhood Preservation Program budget of approximately $850,000 in CDBG funds for use in administering the program and providing an estimated 32 to 35 additional loans during the current fiscal year (CDBG Interagency Agreement 98---05 HSG) . kh/k16/BO698-5
