Barry, AICP W County Interim Community Development Director DATE: September 22, 1998 SUBJECT: Request for Transfer of Community Development Block Grant (CDBG) Funds SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ( 1 ) AUTHORIZE the Auditor-Controller to carry forward $80,000 in unexpended FY 1997/98 CDBG funds previously allocated to the City of San Pablo for the Residential . Rehabilitation and Neighborhood Preservation (RRNP) Program under CDBG Project Agreement 97-03 HSG to CDBG Project Agreement 98-7 HSG for the City's FY 1998/99 RRNP Program; (2 ) increase the payment limit under CDBG Agreement 98-7 to a maximum of $250,000; and (3) reallocate $116,701 remaining from CDBG Agreement 97-03 HSG to the FY 1998/99 CDBG Housing Development Assistance Fund. FISCAL IMPACT No General Fund impact. CDBG funds are allocated to the County on an annual basis by the U. S. Department of Housing and Urban Development. CDBG funds are used to provide low-interest deferred loans, emergency grants, and paint rebates for the rehabilitation of housing owned and occupied by low-income households in San Pablo. The program generates CDBG program income through loan repayments . The Residential Rehabilitation and Neighborhood Preservation Program is an ongoing program. On April 28, 1998, the Board of Supervisors approved $70,000 in FY 1998/99 CDBG funds for this Program to be combined with an estimated $117,000 in carryover funds from FY 1997/98 and program income of approximately $63,000 for a total FY 1998/99 CDBG budget of $250,000. This level of funding is adequate to provide an estimated 12 housing rehabilitation loans, 12 paint rebates, and eight emergency rehabilitation grants for low-income homeowners in San Pablo. At the close of FY 1997/98, the City of San Pablo had a total of $196 ,701 in unexpended CDBG funds under CDBG Project Agreement 97- 03 HSG plus an additional $58, 300 in accumulated program income. Taking into account existing loan commitments of $9,594 , at the close of the fiscal year the program had uncommitted, unexpended resources remaining of $245,407 . In order to provide a budget of $250,000 in CDBG funds for additional loans, grants and rebates under the FY 1998/99 RRNP Program, the following resources are required. FY 1998/99 CDBG funds as approved by the Board on April 28, 1998 $ 70,000 CDBG carryover funds from CDBG Project Agreement 97-03 HSG $ 80,000 CDBG program income $100,000 (a) TOTAL CDBG funds $250,000 (a) Includes program income of $58, 300 remaining at the close of FY 1997/98 less obligated loan funds of $9,594 plus anticipated FY 1998/99 program income of $51,294 . The CDBG payment limit for CDBG Project Agreement 98--7 will total $259,594 to include funds obligated but unexpended at the close of FY 1997/98 . It is further recommended that the remaining $116, 701 in unexpended FY 1997/98 funds under CDBG Project Agreement 97-03 be reallocated to the CDBG Housing Development Assistance Fund (CDBG/HDAF) for use in funding additional affordable housing projects as they develop during the program year. The current balance of the CDBG/HDAF is $1,202,678. Approval of the additional funds will bring the balance up to $1, 319,379 . Based on current and potential applications, the potential demand for CDBG/HDAF funds is over $1 million. kh/18/HOS98-7
