SUBJECT: Petition for Formal Recognition from United Chief Officers Association
of the Contra Costa County Fire Protection District
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
ACKNOWLEDGE receipt of a memorandum dated September 1, 1998 from the
Labor Relations Manager regarding a petition filed by the United Chief Officers
Association (UCOA) of the Contra Costa County Fire Protection District
requesting Formal Recognition.
In accordance with Section 34-12.004 of the County's Employer-Employee
Relations Resolution 81/1165, on July 27, 1993 the United Chief Officers
Association (UCOA) filed a petition for Formal Recognition as representative of its
members who are employed by Contra Costa County Fire Protection District.
The petition qualified in that thirty percent (30%) of the Chief Officers of the
Contra Costa County Fire Protection District signed the petition.

SUBJECT: Petition on behalf of United Chief Officers Association for Formal
Recognition of Chief Officers
In accordance with Section 34-12.004 (1) of the County's Employer-Employee
Relations Resolution 81/1165, this is to advise the Board of Supervisors that on
July 27, 1998 the United Chief Officers Association filed a petition for Formal
Recognition of Chief Officers in the Contra Costa Fire Protection District who are
members of the United Chief Officers Association consisting of the following
classifications: Battalion Chief, Fire Training Supervisor and Chief Fire
Emergency Services.
Proof of employee approval exceeds the minimum thirty percent (30%)
requirement for qualifying the petition.
In accordance with Section 34-12.004 (2) and by copy of this memorandum, other
recognized employee organizations are advised that intervention in the unit
determination process and/or to appear on a representational election ballot
requires thirty percent (30%) of employee approval and must be submitted to the
Labor Relations Manager within twenty-ane (21) calendar days from the date of
this memo.
In addition, please be advised that following the intervention process, Section 34-
12.404 (3) requires the Labor Relations Manager to review the proposed unit to
determine its appropriateness pursuant to the criterion set forth in Section' 34-
12.006.

WHEREAS a group of In Home Supportive Services Workers (IHSS) who are
members of the SEIU Health Care Workers Union Local 250 have petitioned for
informal recognition and the right to meet and consult with the IHSS Public
Authority; and
WHEREAS the Employee Relations Officer has reviewed the request and
determined it to be in conformance with the requirements of the County's
Employer-Employee Relations Resolution 81/1165 and has recommended
approval, NOW THEREFORE:
The Contra Costa County Board of Supervisors in its capacity as Governing
Board of the County of Contra Costa, and all districts of which it is the ex-officio
Governing Board, RESOLVES that the SEIU Health Care Workers Union Local
250 is hereby granted informal recognition.
