PROJECT NO. 0576-5P4002, CDD-CP 98-1 Page 2 September 1, 1998 DIRECT the Public Works Director to prepare roadway precise alignments in a format acceptable for future adoption by the Board. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk. 11. FINANCIAL IMPACT: There is no financial impact. No project level designs will be prepared as part of this activity. III. REASONS FOR RECOMMENDATIONS AND BACKGROUND: The project includes preparing conceptual roadway precise alignments of the major arterial roadways and arterial intersections in the Oakley area, in accordance with the County General Plan. The final format will be acceptable for future adoption by the Board. These plans are needed to allow Public Works Department staff to evaluate the transportation issues for development proposals in the Oakley area and determine that adequate road infrastructure is in place, prior to, or in conjunction with the proposed development. The project has been determined to be in compliance with the General Plan. A Negative Declaration of environmental significance pertaining to this project was published. The Board has considered the Negative Declaration together with all comments received during the public review period. The project has been found to be De Minimis in its effect on the environment and is exempt from the $1,250.00 Fish and Game filing fee. IV. Conseguences of Negative Action: Delay in approving the project will result in a delay of preparing the plans for future adoption by the Board. Traffic will be detoured via neighboring streets. 2. All signing to be in accordance with the State of California Manual of Traffic Controls. 3. Jaime Guisto dba Blaz-zing Saddles Saloon shall comply with the requirements of the Ordinance Code of Contra Costa County. 4. Provide the County with a Certificate of Insurance in the amount of $1,000,000 for Comprehensive General Public Liability,which names the County as an additional insured prior to permit issuance. 5. Obtain approval for the closure from the Sheriffs Department,the California Highway Patrol and the Fire District.
