SUBJECT: COST OF LIVING INCREASE FOR HOUSING AUTHORITY EMPLOYEES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I, RECOMMENDED ACTION:
ADOPT Resolution No.4045 establishing salary levels for unrepresented and exempt employees of the Housing
Authority of the County of Contra Costa for fiscal years 1998-99 through 2000-2001 and ADOPT Resolution No.4046
approving the Memorandum of Understanding with Public Employees Local 1,establishing the salary and benefit levels for
Housing Authority Clerical and Maintenance employees represented by Local 1 for July 1, 1998 through.lune 30,2001.
II. FINANCIAL IMPACT:
Sufficient funds for a three percent(3%)cost of living increase,effective November 1, 1998,November 1, 1999 and
November 1,2000,are available in the Operating Budget for the Housing Authority of the County of Contra Costa or
adjustments within the budget will be provided for in future years.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Housing Authority Management and Public Service Employee members of Local I have engaged in productive
and cooperative negotiations for a successor labor agreement for the period of July 1, 1998 through June 30,2001. It provides
for a three percent(3%)cost of living increase November 1, 1998,November 1, 1999 and November 1,2000. In addition,an
increase in the Employer's share of the medical/dental premium has been increased,effective November 1, 1998,to provide for
equity with all employees of the Authority. The proposed Memorandum of Understanding also provides for a modification of
the on-call pay system for Maintenance employees,a$15 increase in the Bilingual pay differential and a$25 increase in the
Vision Plan allowance.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to adopt Resolutions No.4045 and 4046,both the unrepresented and
exempt classes and the clerical and maintenance employees represented by the Public Employees Union,Local# I would be
denied the cost-of-living increase. Additionally,the Housing Authority would be forced to re-open negotiations with Local# 1.

The Board of Commissioners of the Housing Authority of the
County of Contra Costa RESOLVES THAT:
A cost of living increase for all unrepresented and
exempt classes listed on the document entitled"Exhibit A'
attached hereto,be granted an increase of three percent(3%)
effective November 1, 1998, and three percent(3%) effective
November 1, 1999,and three percent(3%)November 1, 2000.

following vote of the Commissioners.

APPROVAL OF THE MEMORANDUM OF UNDERSTANDING
PUBLIC EMPLOYEES UNION,LOCAL# I CLERICAL AND
MAINTENANCE
WHEREAS, the Executive Director of the Housing Authority of the
County of Contra Costa has submitted a Memorandum of
Understanding entered into with Public Employees Union,',
Local# I and the clerical and maintenance employees of
the Housing Authority of the County of Contra Costa,units
represented by Local# 1; and,
WHEREAS,the Memorandum of Understanding outlines
compensation for the clerical and maintenance employees
of the Housing Authority of the County of Contra Costa,a
unit represented by Local# 1,during the term of the
Memorandum of Understanding;and,
NOW, THEREFORE BE IT RESOLVED that the Memorandum of
Understanding referred to above,having been fully
considered, is APPROVED and is hereby made applicable
to the clerical and maintenance employees of the Housing
Authority of the County of Contra Costa effective July 1,
1998.
