Fiscal Impact: None at this time, but county may be asked to participate in sharing of costs for a sign for the marshland. It is estimated to be no more than a total overall cost of $2,500. Background: Since the passing of Al McNabney on May 1, 1998, the Board of Supervisors has received letters from the Shell Marsh Management Advisory Committee, the Department of Fish and Came, the Delta Science Center and numerous individuals supporting renaming the marshland area at the Shell Marsh Regional Preserve as the Al McNabney Marsh. The renaming would be considered as a memorial honor to Al McNabney. Mr. McNabney, who lived in Rossmoor, worked for many years as a member of the Mt. Diablo Audubon Society. Among many environment pursuits, he was instrumental in preserving Shell Marsh Regional Preserve. The marsh is located east of Interstate 680 and south of the Benicia Bridge. The Park District owns the eastern part of the site and the Mountain View Sanitary District awns the western end. Prior to the oil spill, the marsh was referred to as Peyton Marsh or Slough but after the spill, the site began to unofficially be called "Shell Marsh" and was included in the 1997 Park District Master Plan as Shell Marsh Regional Preserve. On June 19, 1998, the Park District's Executive Board reviewed requests from the Contra Costa Board of Supervisors, Shell Marsh Management Advisory Committee, Contra Costa Mosquito and Vector Control District, supported by the Mount Diablo Audubon Society and Congressman George Miller. The Board recommended that naming proposal be sent to the District's Park Advisory Committee (PAC).On July 27,1998, the PAC reviewed the proposal and approved the recommendation. On July 28, 1998, the Board of Supervisors adopted a resolution in support of renaming the Marsh (Sea Attachment 1) . On August 18, 1998, the District's Beard of Directors concurred with the recommendation and authorized its staff to proceed with the necessary action to formally rename the marsh (See Attachment 2). It is the normal park district policy that a memorial naming of a park land or facility not occur until six months after a person's death. Therefore, any ceremony to rename the marsh will not occur- until October 1998. County staff will present the Board of Supervisors with a further report when the renaming action is approximately thirty (30) days from the implementation date. Contact: John T. By Deputy Clerk EAST BAY REGIONAL PARK DISTRICT Attachment 2 Resolution No. 1998-8- 200 Tuesday, August 18, 1988 Approval of the Naming of the Marshland at Shell Marsh Regional Preserve the At McNabney Marsh WHEREAS, Al McNabney, a prominent Contra Costa County environmentalist and a leader of the Mount Diablo Audubon Society, passed away on May 1, 1998, and WHEREAS, At McNabney was an outstanding advocate for the protection of the region's natural resources and was a long time supporter for the protection of Shell Marsh who worked for its cleanup and ecologically sensitive management, and WHEREAS, local citizens, the Shell Marsh Management Advisory Committee, Mt. View Sanitary District, Contra Costa Mosquito and Vector Control District, Congressman George Miller and the Contra Costa County Board of Supervisors have proposed that the marsh at Shell Marsh Regional Preserve be named Al McNabney Marsh, NOW, THEREFORE, BE IT RESOLVED, that the Beard of Directors of the East Bay Regional bark District.hereby approve the naming of the marsh at Shell Marsh Regional Preserve the At McNabney Marsh, and BE IT FURTHER RESOLVED that the General Manager is hereby authorized and directed, on behalf of the District and in Its name to execute and deliver such documents and to do such acts as may be deemed necessary or appropriate to accomplish the intentions of this resolution.
