SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
DETERMINE that there is a need to continue the emergency action taken by the Board on January 27,
1998 pursuant to Public Contract Code Sections 20134 and 22050, to remodel 40 Glacier Drive,
Martinez for the Sheriff Dispatch Center.
II. FINANCIAL IMPACT
Funding for this project has been budgeted.
III. BACKGROUND
A. On April 8, 1997 the Board accepted a report from the County Administrator and the Sheriff-
Coroner regarding the Emergency Communications Center at 40 Glacier Drive, Martinez and
directed the Director of General Services to proceed with preparation of plans and specifications
for remodeling the facility.
B. On November 4, 1997 the Board accepted completion of the contract for improvements in
unfinished, vacant space at 1960 Muir Road, Martinez. The improvements were made to
accommodate the Sheriff Dispatch operation, which had to be movedout of 40 Glacier Drive,
temporarily, before the remodeling of 40 Glacier Drive could begin. The improvements at 1960
Muir Road were accomplished and the Dispatch operation was relocated on an accelerated
schedule to meet funding deadlines.

C. In December, the Sheriff determined that the temporary Dispatch Center does not have enough work
stations to properly handle a countywide emergency. Consequently, on January 27, 1998 (Agenda
Item C-57), the board 1) found that an emergency exists, 2) delegated authority to the General Services
Director to proceed in the most expeditious manner to remodel the 40 Glacier Drive Dispatch Center,
3) director the General Services Director to make reports to enable the Board to review the emergency
actions and to determine that there is a need to continue the action, and 4) declared that the project, as
an emergency, is except from the provisions of the California Environmental',Quality Act.
D. The condition that the Board found to be an emergency on January 27 continues to exist. That is, the
temporary facility at 1960 Muir Road is serving as the Dispatch Center while the remodeling of the
permanent facility at 40 Glacier Drive is in progress on an urgent basis. Therefore, it is necessary to
continue the emergency action previously taken by the Board so that the remodeling can be completed
in the shortest time possible.
E. Lease Management Division negotiated a lease for temporary space at 827 Arnold Drive, Suites 80
and 230, in Martinez, to house the administrative personnel who are displaced by the remodeling of 40
Glacier Drive. The administrative personnel vacated 40 Glacier Drive and occupied the Arnold Drive
Suites on March 18, 1998.
F. On February 18, the proposed contractor submitted a proposal, work plan and schedule for
construction, based on progress prints of the construction documents. A contract was issued to the
Contractor, RGM and Associates, Inc. on March 5, 1998, with an effective date of February 4, 1998
and a payment limit of$658,796.00. On March 6, 1998, the completed construction drawings were
issued to the contractor with a request for confirmation of the payment limit. On March 17, a formal
notice to proceed was issued to confirm the contract starting date of February 4, 1998. The contractor
started demolition work on March 23, 1998.
G. A consulting services agreement with Harding Lawson Associates was issued with an effective date of
March 10, 1998 and a payment limit of $5,800.00. The agreement covers geotechnical engineering
services, including recommendations for foundation design and construction, and on-site testing of
existing and imported soils.
H. A consulting services agreement with Signet Testing Labs was issued with an effective date of March
10, 1998 and a payment limit of$72,726.00. The agreement covers construction materials testing and
special inspections in accordance with the requirements for essential services buildings in Title 24 of
the California Code of Regulations.
I. Change Order No. 1 for$97,393.00 was issued April 30, 1998 to incorporate the scope of work shown
on the completed construction drawings into the contract. The revised contract payment limit is
$756,189.00. There is no increase in the Contract time for completion.
J. As of August 19, 1998 the construction is more than 95% complete. The contractor has completed
approximately 95% of the electrical and mechanical work. Carpet installation has been completed
under a separate purchase order. Furniture partitions have been installed under a separate contract.
Lockers for the locker rooms are currently being held up by a manufacturer's labor dispute, but should
not impact occupancy which is scheduled to begin September 1, 1998.
