COSTA FROM: FAMILY& HUMAN SERVICES COMMITTEE COUNTY DATE: September 1, 1998 SUBJECT: Administrative and Funding Policy for the Community Development Program - Public Service Category SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMM ATIONM: 1. ACCEPT the attached report from the Community Development Block Grant Program Manager on allocation of Community Development Block Grant (CDBG) funds in the Public Service Category. 2. ADOPT the following funding policy for the Public Service Category of the Community Development Grant: + to the extent feasible, the minimum funding level is $10,000 0 a match is required: 10% for first year funding, 15% for second year, 20% for third year, 30% for fourth year, 40% for fifth year and 50%for all subsequent years. 3. DIRECT the CDBG Program Manager to work with other county departments to explore the feasibility of interdepartmental monitoring of community-based organizations which have contracts with more than one county department. AUTHORIZE and DIRECT the CDBG Program Manager to incorporate additional outcomes, as delineated in the attached report, in the FY 1999/2000 CDBG application in the Public Service Category. BACKGROUNDIREASON(S) FORRECOMMENDATION(S); On August 10, 1998, Belinda Smith, CDBG Program Manager, reviewed the attached report with the Family and Human Services Committee on ways to increase the efficiency and effectiveness of the use of funds in the Public Service Category of the Community Development Block Grant (CDBG). Ms. Smith noted that there is a high cost of administering CDBG contracts both for the contractor and for County staff in order to meet the CDBG reporting requirements. Given these fixed costs, the County can better leverage its CDBG resources by having a fever number of larger contracts, where a proportionately larger amount of the funding is used for direct service delivery. In addition, Ms. Smith expressed concern over the ability of staff to provide technical assistance when there is a large number of contractors. For this reason, a multi-departmental approach to 'contract monitoring could be beneficial. Interdep4rtmental monitoring could reduce the number and type of reports required of the contractor and, for County staff, reduce duplicative review of fiscal and programmatic operations. Both Supervisor Donna Gerber and Mark DeSaulnier expressed support for the new policies and agreed on the need to explore the feasibility of interdepartmental monitoring. 2
