SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Director of Social Service, or designee, to EXECUTE Contract #20-417-24 with Contra Costa Crisis Center to provide continuing county-wide Children's Protective Services intervention and suicide prevention services for the amount of$28,000 for the period of July 1, 199$ through Juste 30 1999. FISCAL: These contracted services are claimable under the CWS administrative claim, costs are allocable as 15% County, 85% Federal and State revenue. BACKGROUND: Contra Costa Crisis Center provides a county-wide intervention and suicide prevention services program, operating a telephone hotline, grief counseling service and mental health education. The services provided under this contract are part of the Social Service Department's mandated twenty-four hour Children's Protective Services emergency response program and the provision of a personal crisis line during non- business hours. Social Service Department ' County DATE: August 19, 1998 SUBJECT.APPROVE and AUTHORIZE a contract for the provision of staff development training by University of California, Davis Extension (Agreements S-9843, E-9843 & CW-9843) SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE AND AUTHORIZE the Social Service Director, or designee, to enter into three agreements with the Regents of the University of California (U. C. Davis Extension) to provide on-site training in subject areas selected by the Social Service Department at county sites, between July 1, 1998 and June 30, 1999, for the total amount of$148,500. FINANCIAL, IMPACT: No County cost. The total contract amount is allocable to the University's in-kind contribution, and the balance is recoverable through State and Federal funding sources. BACKGROUND: The success of this training over the last six years, and the Department's continuing program training needs, have led to this request for continuing services, which has been agreed to by U. C. Davis Extension. This training meets the intent of State training regulations that allow Public Institutions of Higher Education to provide in-kind match funding equal to the California Welfare Department's share of costs, thereby resulting in no County expense. CHILDREN'S IMPACT STATEMENT: Agreement E-9843 for Eligibility Worker and Employment Services training will support County Outcome #3, "Families that are Economically Self-Sufficient", by training case managers to connect Ca1WORKs participants with job training and opportunities. FISCAL IMPACT: This Contract is included in the Health Services Department Enterprise I Budget . FISCAL: Costs incurred through this agreement will be billed against Keller Canyon Surcharge Revepues. BACKGROUND: The funds requested represent the level of support authorized in previous years by the Board of Supervisors to address needs served by the Food Bank and the Child Abuse Prevention Council. CHILDREN'S IMPACT STATEMENT: Support of the Food Bank promotes Contra Costa County's Outcome #1 affecting children, "Children and Youth Healthy and Preparing for Production',Adulthood" by alleviating hunger in families, and support of the Child Abuse Prevention Council promotes Outcome #4, "Families that are Safe, Stable and Nurturing", by raising community consciousness about the risks of child abuse.
