FISCAL This Contract is funded by State MCH funds. CHILDREN'8_ IMPACT SnTEMSNT This Maternal. and Child Health Program supports the County's "Children and Youth Healthy and Preparing for Productive Adulthood" community outcome by providing outreach to encourage pregnant women to receive prenatal medical care and avoid behaviors that would increase the risk to their unborn children. Expected programs outcomes include a decrease in the number of babies being born with health problems requiring medical care. BACXGA REASON 8 FOR RCC} ENDAT'ION S : On October 28, 1997, the Beard of Supervisors approved Contract #22-646 with Pittsburg Preschool Coordination Council to provide outreach and educational services to women in East County for the period from September 1, 1997 through June 30, 1998. Approval of Contract #22-646-1 will allow the Contractor to continue providing services through June 30, 1999. FISCAL IMPACT: This Contract is included in the Health Services Department' s budget and is funded by County discretionary funds and a $24 . 00 fee per marriage license issued by Contra Costa County. BACKGRO /R.EASON(S) FOR RECOMMENDATION(S) : On June 24, 1997, the Board of Supervisors approved Contract #23-158-•7 with Battered Women' s Alternatives, for the period of July 1, 1997 through June 30, 1998, to provide shelter services for bantered women and their children. Approval, of Contract #23-158-8 will allow the Contractor to continue providing services through June 30, 1999 . Wigand) , to execute on behalf of the County, Contract #24-939-96 with Lilah Fox, M.F.C.C. , for the period from April 1 1998 through June 30, 1999, to provide Medi-Cal mental health specialty services, to be paid in accordance with the rates set forth in the attached fee schedule. II . FINANCIAL IMPACT: This Contract is funded by State and Federal FFP Medi-Cal Funds. III . REASONS FOR RECOMMENDATIONS/BACKGROUND: On January 14, 1997, the Board of Supervisors adopted Resolution #97/17, authorizing the Health Services Director or his designee (Donna Wigand, LCSW) to contract with the State Department of Mental Health to assume responsibility for Medi-Cal specialty mental health services as of July 1, 1997 . The implementation date has since been changed to April 1, 1998 . Responsibility for outpatient specialty mental health services involves contracts with individual, group and organizational providers to deliver these services. Approval of Contract #24-939-96 will allow the Contractor to provide mental health specialty services through June 30, 1999 . FISCAL IMPACT: This Contract is funded by County/Realignment funding, off-set by Medi- Cal, Medicare, private insurance, and patient fee collections, and is included in the Department' s Budget . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : For a number of years the County has contracted with Medical, Dental and Mental Health Specialists to provide specialized professional services which are not otherwise available in its Hospital and Health Centers, Under Mental. Health Specialist Contract #24-956, Charles Windham, M.D. will provide professional outpatient psychiatric services to County patients through August 31, 1999 .
