Approve and authorize the Health Services Director, or his designee
(Donna Wigand) , to execute on behalf of the County, Contract #24-826-5
with Early Childhood Mental Health Program, in the amount of $132, 570,
for the period from July 1, 1998 through June 30, 1999, to provide early
childhood assessment and treatment services in West Contra. Costa.
FISCAL IMPACT:
This Contract is funded as follows:
$ 67, 916 Federal FFP Medi-Cal Funds
64 , 654 State EPSDT Funds
$132, 570 Total
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports "Children ready for and succeeding in
school" , "Children and youth who are healthy and preparing for a
productive adulthood" , and "Families that are safe, stable and nurturing'
community outcomes. Expected program outcomes includeimprovement in
social-emotional development, avoidance of out.-of-home placements,
reduction of reports involving Children' s Protective Services, increased
family satisfaction, and an increased use of public and community-base
resources .

On July 15, 1997, the Board of Supervisors approved Contract #24-826-2
(as amended by Contract Amendment Agreements #24-826-3 and #24-826-4)
with Early Childhood Mental Health Program, for the period from July 1,
1997 through June 30, 1998, to provide early childhood' assessment and
treatment services in West Contra Costa.
Approval of Contract #24-826-5 will allow the Contractor to continue
providing services through June 30, 1999.

Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D.) to execute can behalf of the County, Contract
#22- 621-3 with Kuelewa Furaha, Licensed Acupuncturist, for the period
from July 1, 1998 through June. 30, 1999, in the amount of $45, 360, to
provide acupuncture treatment services for the Perinatal Outreach
Enhancement Project.
FISCAL, 1MPACT:
This Contract included in the Health Services Department Budget and is
funded by State funds.

On August 5, 1997, the Board of Supervisors approved Contract #22 -621-1
with Kuelewa Furaha, a Licensed Acupuncturist, for the provision of
acupuncture treatment services for the Perinatal Outreach Enhancement
Project, for the period from July 1, 1997 through December 31, 1997.
Subsequent Contract Amendment Agreement #22-621--2 extended the term of
the Contract through June 30, 1998.
Approval of Contract #22-621-3 will allow the Contractor to continue
providing services through June 30, 1999.

The Director, Office on Aging, recommends authorization to conduct negotiations
and execute Office on Aging's continuing FY 1998-99 contracts as specified
above. The Contra Costa Food Bank provides Brown Bag services for individuals
who are 60+ and low income. 5,860 bags of food products are distributed yearly.
The Alzheimer's Day Care Resource Center provides quality day care to seniors
(60+) with dementia, while giving respite to their care givers. They serve
approximately 3032 seniors and provide an average 188 hours of service per
month. In addition, the Director, Office on Aging, requests authorization to
execute the FY 1998.99 contracts upon approval by County Counsel or the Social
Service Contracts and Grants administrator.

RECOMNENVAT ION(SI:
Approve and authorize the Health Services Director, or his designee
(Donna Wigand) to execute on behalf of the County, Contract #24-602-14
with Seneca Residential and Day Treatment Center, Inc. in the amount of
$509, 175, for the period from July 1, 1998 through June 30, 1999, for
provision of intensive day treatment for County-referred minors. This
Contract contains a six-month automatic extension through December 31,
1999, in the amount of $254, 588.
FISCAL _IMPACT:
This Contract is included in the Health Services budget and is funded by
County/Realignment funds.
CHILDREN'S IMPACT ITATEMENT:
This Contract will support the following Board of Supervisors, community
outcomes: "Children Ready For and Succeeding in School"; „Families that
are Safe, Stable, and Nurturing"; and "Communities that are Safe and
Provide a High Quality of Life for Children and Families". Expected
program outcomes are: Increase and maintain school attendance as
measured by school records; Increase in positive social and emotional
development as measured by the Child and Adolescent Functional Assessment
Scale (CAFAS) ; Increase in family satisfaction as measured by the Parent
Satisfaction Survey; and Decrease in out-of-home placements as measured
by mental health and social services statistics.
BACKGROUND?RSASON(S) FOR RECOMMENDATION t 13 i :
On August 5, 1997, the Board of Supervisors approved Contract #24. 602-12
(as amended- by Contract Amendment Agreement #24-602--13) with Senecas
Residential and Day Treatment Center, Inc. , for the period from July 1,
1997 through June 30, 1998, to provide a multi-disciplinary treatment
program as an alternative to hospitalization for minors who need active
psychiatric treatment for acute mental, emotional' or behavioral
disorders.
Approval of Contract #24-602-14 will allow Contractor to continue
providing services through June 30, 1999.

June 30, 1995, to provide Mental Health Services to seriously and
persistently mentally ill adults who are participating in the Contra
Costa County Health, Housing, and Integrated Services Network (HHISN) .,
Approval of Contract #24--923-1 will allow the Contractor to continue
providing services through June 30, 1999.
