TO: BOARD OF SUPERVISORS FROM: Anne Marie Gold, County Librarian DATE: September 1, 1998 SUBJECT: DISPOSAL OF SURPLUS LIBRARY MATERIAL SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT Resolution 98/ 460 to authorize the County Librarian to make arrangements with the County Purchasing Agent to dispose of surplus library material to Friends organizations, community organizations, and other governmental agencies or in any other way deemed appropriate. FINANCIAL IMPACT: No financial impact. BACKGROUND: Resolution 78/107 currently authorizes the County Librarian to dispose of such material to Friends organizations or in any other way which would "improve local library service." The proposed change will allow the County Library to place books no longer needed for its collection wherever they can be used. The Contra Costa County Library has begun a much needed and long-overdue project to withdraw from the collection books that are no longer of use to our patrons. This "weeding„ of the collection is a standard practice in all libraries. The goal of weeding is to improve the collection so that patrons can more easily find up-to-date and useful material, and to provide space for new books as they arrive. Regular weeding is important for a viable collection, and removal of unused, worn, and outdated items will increase the accessibility of the relevant, useful resources, and directly aid in more efficiently meeting the needs of patrons. The library's ability to regularly weed the collection has recently been greatly improved because, for the first time, there is an automated circulation system that can provide reports that systematically identify those items that do not circulate. Each item that has not been checked out is evaluated by professional library staff, using established criteria. Some are kept in the collection but many are withdrawn from the library's collection. County Librarian may make arrangements with the County [purchasing Agent to dispose of surplus library material to "Friends" organizations, community organizations and other governmental agencies or in any other way deemed appropriate.
