FISCAL IMPACT: This Contract is funded by State and Federal FFP Medi-Cal Funds . BACKGROUND/REASON(S) FOR RECOMMENBATION(S} On January 14, 1997, the Board of Supervisors adopted Resolution #97/17, authorizing the Health Services Director or his designee (Donna Wigand, LCSW) to contract with the State Department of Mental Health to assume responsibility for Medi-Cal specialty mental health services as of July 1, 1997 . The implementation date has since been changed to April 1, 1998 . Responsibility for outpatient specialty mental health services involves contracts with individual, group and organizational providers to deliver these services. .Approval of Contract #24-949-15 will allow the Contractor to provide mental health specialty services through June 301, 2599 . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECONKENOED ACTION: Approve and authorize the Health Services Director, or his designee (Milt Camhi) , to execute on behalf of the County, Contract 427-310-1 with Dennis Zai., M.D. , inc. , for the period from August 1, !998 through July 31, 1999, for the provision of professional health care services for the Contra Costa Health Plan, to be paid in accordance with the rates provided in the Medi-Cal Schedule of Maximum Allowances in effect on the date services are rendered. FISCAL IMPACT: This Contract is funded by Contra. Costa. Health Plan member premiums . Casts depend upon utilization. As appropriate, patients and/or third party payors will be billed for services . EACKGRO.TN,D REASONf S) FOR RECOMMENi7ATION(S) : The Health Plan has an obligation to provide certain specialized professional health care services for its members under the terms of their Individual and Group Health flan membership contracts with the County. The Health plan is also required under the terms of its Local initiative contract with the State, to contract with community physicians and other providers, called "Safety Net" and "Traditional" Providers, for the provision of medical care to Medi-Cal recipients . This Contract is necessary to meet State mandates to expand the number of community providers for the :vocal initiative, along with a recent Department of Corporations audit finding that requires formal contracts with low volume providers . This Contract includes a six-month automatic extensions through December 31, 1999, in the amount of $54, 750 . FISCAL CAL IMPACT: Funding for this Contract is included in the wealth Sery-,ces Department' s budget, and the source of funding is County/Realignment 1005 . BACKGROUND/REASCJN(S FOR RECC7 ENDATION'(S) : This Contract is vital to the Department' s Geriatrics Mental Health Program because it provides an alternative to both Morton Ba.kar Center and Napa State Hospital for geriatric clients in need of longer term psychiatric treatment in a s filled nursing settLng. Adults, age 65 and over, who require such treatment for more than two years wil-1 be transferred from Marton Bakar and Napa to Crestwood Geriatric Center in Fremont . On April 14, 1998, the Board of Supervisors approved Contract #24-935 with Crestwood Behavioral Health, Inc. , to providemental health treatment services, for the period from. January 1, 1998 through June 30, 1998, which included a six-month automatic extension through December 31, 1998 . The Department recently went, through a competitive bid process for advertising services but only received one bid. The Department would like the additional time to re-bid. it is aticipatd that a vendor W411 be selected. by January 1, 1999 . Approval of Contract Amendment Agreement #23-162-6 will allow the Cotractor to continue providing advertising services to the n Department through December 31, 1998 .
