'iPectne REQUEST(S)OR RECOMMENDATIONS)$BACKGROUND AND JUSTIFICATION
REMMMENDED ACTION:
1) Authorize the Health Services Director or his designee (Wendel
Brunner, M.D. ) to accept a grant award in the amount of $236,494,
from the California. Endowment, for the period frow, July 1, 1998
through June 30, 1999, for the Healthy Neighborhoods Initiative; and
2) Authorize the Health Services Director or his designee (Wendel,
Brunner, M.D. ) , to execute the necessary grant documents on behalf
of the County.
FINANCIAL I14PACT:
Acceptance of this Award from The California Endowment will result
in $236, 494 to support the activities of the Department ' s Healthy
Neighborhoods Initiative. No County funds are re<Tuired..
REASONS FOR REC01 MEIMATIC7NS/BACIiGROUND:
Acceptance of this Grant Award will provide funds for the Heathy
Neighborhoods Initiative, The goal of this project is to lay the
groundwork for long term neighborhood health improvements in the
areas of chronic disease, injury, and violence. The funds will be
used to involve residents in health improvement projects at the
neighborhood level by creating teams of neighborhood health
advocates and developing health improvement action plans for the
West Boulevard and. El Pueblo neighborhoods in Pittsburg.
Three certified copies of the Board Order should be returned to the
Contracts and. Grants Unit.

Services Authority
SPECIFIC REQUEST(S) CR'RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
.Approve and authorize the Health Services Director, or his
designee (Alit Lathrop) , to execute on behalf of' the County, a
Statement of Compliance, the required Drug-Free Workplace
Certification and Standard Agreement #29-314 (State #EM,S-8028)
with. the State Emergency Medical Services Authority, in the amount
o $45, 500, for the period from July 1, 1998 through June 30,
1999, for the Prehospital Data Linkage and Outcome Project .
FISCAL IMPACT:
Approval of this agreement by the State will result in 545, 500 of
State funding for the Prehospital Data Linkage and Outcome Project
during FY 1.998-99 . No County funds are required.
BACRGROLINDZREASON(S) FOR RECOMMENDATION W :
A goal of the Emergency Medical Services (EMS) system is to have
an .integrated EMS management information system in accordance with
the County EMS System Plan which was approved by the Board of
Supervisors on December 12, 1995 .
Standard Agreement #29-314 will provide funding for the County' s
EMS Agency to develop and implement a system for linking existing
EMS provider patient data records with each ether and with patient
outcome data to support a comprehensive EMS quality improvement
system. Patient data records to be linked include the following:
first responder and ambulance dispatch data, first responder
defibrillation data, ambulance patient care report data., emergency
department patient outcome data., interfacility transfer data, and
trauma registry data.
Three sealed./certified copies of this Board Carder should be
returned to the Contracts and Grants Unit for submission to the
State Emergency Medical Services Authority.

Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) , to execute on behalf of the. County, Agreement
#28-571-3 with the San Diego State University (SDSU) Foundation., in
the amount of $55, 000, for the period from July 1, 1997 through June
30, 1998, for the Domestic Violence Prevention Project.
FISCAL IMPACT:
Approval of this Agreement will result in $55,000 of funding for the
Domestic Violence Prevention Project for Fiscal Year 1997-98 . No
County funds are required.
BACKGROUND/REASON(S) FOR RECOMMEN ATIPMS
on June 24, 1997, the Board. of Supervisors approved Agreement
#28-571.-2 with San Diego, State University Foundation for the period
from July 1, 1996 through June 30, 1997 to providefunding for the
Domestic Violence Prevention Project.
Under Agreement #28-571 -3 the Department will continue to carry out
program activities aimed at reducing injuries and disabilities due to
domestic violence by increasing the capacity for prevention among
Maternal and Child Health programs at the state and 'local levels.
Three sealed and certified copies of this Board Order should be
returned to the Contracts and Grants Unit.

RECOMMENDATION{S} :
Approve and authorize the health Services Director, or his
designee (Wendel Brunner, M.D. ) , to execute, on behalf of the
County, Standard Agreement #28-609-1 (State #98--15219) with the
California Department of health Services, for the period from July
1, 1998 through June 30, 1999, for HIV laboratory testing services
provided by the County' s Public Health Laboratory.' This Standard
Agreement provides a maximum amount of $198, 930 during the term of
the Agreement .
FISCAL 1XPACT:
Under this Agreement the State will pay the County on a fixed
price of $95 per HIV viral load test . The maximum: amount payable
to the County will not exceed a total of $198, 930 . No County funds
are required..

On December 9, 1997, the Board of Supervisors approved Standard
Agreement 28w609 (##97-11829) with the Stateepar :ment of health
Services, for the period from October 1, 1997 through June 30,
1998, for $378, 290 in State funding, to provide virus load
testing.
Under Standard. Agreement ##28-609-1 (State #98-1521.9) , this project
will provide viral load testing services to the County' s AIDS
Program, as well as to other county health department AIDS
programs. The testing is funded by the State Office of AIDS which
is providing this service to HIV infected persons who are not
Medi-Cal eligible, do not have private insurance, and, who
otherwise could not afford this service. Viral Load Testing is
important in prognosis and management of antiviral therapy.
Three certified and sealed copies of this Board Order should be
returned to the Contracts and Grants Unit .

30, 1999, for the Tuberculosis (TB) Control Program.
FISCAL XPACT:
Acceptance of this Award will result in a total of $325,424 for xy
1998-99 from the State Department of Health Services Tuberculosis
Control Branch. No County funds are required.

The Health Services Department maintains a TB Control' Program which
serves all, reported TB patients and their contacts in Contra. Costa,
County. Acceptance of this Award will allow the Department to: (1)
continue to expand prevention and control activities, and (2) improve
completion of appropriate therapy which is essential to decrease TB
transmission, prevent the development of drug resistance, and cure TB
patients .
