Approve and authorize the Health Services Director or his designee
(Wendel .gunner, M.D. ) to execute, on behalf of the County,
Agreement #28-622 with the Regents of the University of California,
(University of California, San Diego) , in the amount of $12, 430,
for the period January 21, 1398 through September 29, 1998, for the
Immunization Registry Targeted Research Project .
FISCAL IMPACT:
This Agreement provides $12 , 430 of funding from the Regents of the
University of California for the Immunization Registry Targeted
Research Project . No County funds are required.
BACKGROUND/REASON i S) FOR RECOMMENDAT!90N`(5) :
Approval, of Agreement x#28-622 will allow the Department to
participate in a study of the actual casts of development and
Maintenance of an Immunization Registry.

A-1) with the State Department of Health Services, in the amount of

for continuation of the High Risk Infant Follow-Up Project.

Approval of this agreement will result in $251,886 of State funding
for the 1998-99 Fiscal Year to continue the High Risk Infant Follow-
Up Project. No County matching funds are required'.

On October 28 , 1997, the Beard. of Supervisors approved Standard
Agreement #29-316-19 with the State Department of Health Services
for the high Risk. Infant Follow-Up Project. Standard .Agreement
#29-316-20 will allow continuation of this program through June 30,
1999.
Three sealed and. certified Board Orders should be returned to the
Contracts and Grants Unit for submission to the State Department of
Health Services.

SUBJECT: Approve baster Agreement #29-388-28 with the State Department of
Health Services for AIDS Program Funding

A. Approve and authorize Health Services Director, or his
designee (Wendel Brunner, M.D. ) , to execute on. behalf of the
County, Master Agreement #29-888-28 (State #98-14718) with
the State Department of Health Services, for the period from
July I., 11.998 through June 30, 1999, in the amount of
$893 , 041, to fund the County' s AIDS Program during FY 1998-
99; and
B . Authorize the County' s Stealth Officer (William Talker, M.D. )
to execute a Memorandum of Understanding for each component
of the County' s AIDS Program upon receipt of each document
from the State Department of Health Services
FISCAL, IMPACT
Approval of this agreement by the State will result in $893 , 041
for the County' s AIDS Program during FY 1998-99 . No County funds
are required.

The Master Agreement incorporates a Memorandum of Understanding
(MCU) for each service component of the AIDS program which defines
the services to be provided and the budget . The MOUS are
negotiated by staff of the State Office of AIDS and the County' s
AIDS Program representatives. The State requires only that the
MOUS be signed by the State Office of AIDS Chief and the County' s
Health Officer. This streamlines and expedites the contracting
procedure for the AIDS Program, as only the Master Grant Agreement
and any formal amendments to the Master Grant Agreement require
County Board of Supervisors and State Department of Finance
approval .
Approval of this Agreement #29-388-28 will continue funding to the
County' s AIDS Program through June 30, 1999 .
Four sealedicertified copies of this Board Order should be
returned to the Contracts and Grants Unit for submission to the
State Department of Health Services.

intervention services for certain SDecia.l Education students .
FISCAL IMPACT:
Approval, of this Agreement will result in a total payment to the
County of $24 , 000 . No County match is required.

Cn February 3 , 1998 , the Hoard of Supervisors approved Interagency
Agreement #29-495 with Acalanes Union High School District, for the
period from March 1, 1998 through August 31, 1998 .
Approval of Interagency Agreement #29-495-1 will allow Acalanes
:anion High School District (AI'HSD) to continue paying the County for
the provision of professional mentum health intervention services is
AUHSD-designated severely emotionally disturbed Special Education
students, who are participants in the Learning Intervention Center
at Del Valle School, and 't-heir faroslies through August 31, -1999 .

This Standard Agreement provides $306, 00 10 of State funding during
the Fiscal Year 1998-1999 for the Immunization Registry Project .
No County funds are required.
REASONS FOR RECOMMENDATIONS IBACRGROUNC}.
tin Se-+tember 9, 1997, the Board of Supervisors approved Standard
Agreement #28-586--2 with the State Department of Health Services
(Immunization Assistance Branch) for the continued planning and
implementation of a local automated system to the Statewide
Immunization and Information System. (ST-IS) .
This Standard Agreement will allow funding for the County' s
Immunization Registry Project to continue through June 30, 1999 .
Three sealed and certified copies of this Board Order should be
returned to the Contracts and Grants Unit for submission to the
State of California office of Traffic Safety.
