Time Required Description of Work:
ANALYSIS -40%
4 1 process all customer requests by submitting the appropriate form to the Office Support staff to
assign project numbers, Then I enter the assigned project number into the EPM system identifying
all tasks as required.
a 1 prepare cost and time estimates for the customer per customer requests. This requires defining the
tasks that meet or exceed the customer's request, identifying the number of hours required completing
each task and identifying the cast associated with each task.
s I write programs specifications that design a solution that sheets the customers' need and
requirements and prepare required documentation to support the proposed solution. I write the
programs specifications so that the code will be clear and maintainable. I also identify testing
procedures.
Proiect Management 20%
I use EPM,a project management tracking tool EPM to define tasks, assign resources, estimate costs,
and identify actual expenditures, create timeline using a GAN'TT chart, determine the critical path of
the project, define work breakdown structures, and define project milestones. This allows me to
monitor the status of the project and determine any corrective action that might need to be taken. l
am then able to reassign resources as needed.
I am the project leader in the development of the continuing and third phase of Contra Costa
County's Traffic Civil Assessment System overseeing the work efforts of one county programmer and
any other available programmers as well as interfacing with other Law and Justice staff. I design,
estimate costs and time, and write program specifications to automatically transfer cases to a
collection agency for those defendants that have failed to pay their fines.
I am the project leader in the development of the Seal and Unseal process for the District Attorney.
This process will allow the District Attorney to seal specific victims or suspects instead of sealing the
whole log. Once a person has been sealed, then no other processing can occur until the person has
been unsealed.
I was the project leader in the conversion and testing of over 250 programs in the AMORS System for
the year 2000. Turing the implementation process I took on the leadership role even though there
was a more senior analyst involved in the implementation. The installation went smoothly and with
very few problems. There were over 800 programs put into production. This required extensive
online and batch testing. The project manager depended on my knowledge of the systems functions
to make the implementation go smoothly. During the installation,l was responsible for verifying and

data and reports to insure that they were correct before continuing with other phases of the
installation. I also made sure that the production procedures and files in my areas of responsibility
were converted prior to the installation process.
I was the project leader in the development of Pending GCS cases. This involved taking data from
another vendor in another department and transmitting data via a file transfer verifying the accuracy
of data sent and then sending these cases to a collection agency for collection.
Prograinming_-:.201/4
4 1 code and modify all programs within the hours and date specified in the customer requirements.
This includes testing all modified programs to comply with the framework of the current system flow
that identify, expected results, create test data, compare expected results against actual results and
verify the accuracy of data.
a I create and test production JCL procedures.
* I code laser printer definitions per customer specifications and in accordance with vendor manuals
and specifications,
0 1 respond to customers' requests for special reporting requirements that meet or exceed their
expectations.
Training_:. 143
I have taken on the responsibility to oversee the training of two programmer trainees assigned to the
LJTIS area. This has required juggling many tasks while ensuring that I am available to answer any
questions and oversee that the job tasks assigned to the trainee are done accurately and completely.
Documentation -5 %
I maintain system documentation that accurately reflect current functionality of the system by
documenting the program code that identifies logic changes or processes, update program binders with
customer's specifications, maintain system and program flowcharts using tools likeVISIO and, WORD
for documenting production JCL procedures,
Supervision -5 %
0 1 provide backup for staff by assuming responsibility for resolving problems on critical tasks such as
production abends, missing output files or reports, and special run or rerun requests.
0 1 delegate job assignments to programmers assigning tasks or responsibilities, and establishing
priorities for assignments.
* I assist the Project Manager with the employee evaluation process by providing critical information
about employee performance when requested by the supervisor.
I respond to calls to customers, stajff; or Operations 24 hours a day, 7 days a week for my assigned

COMMENTS OF IMMEDIATE SLTERV SOR
Its what way are the above statements incomplete, inaccurate,or misleading:
The statements are not incomplete, inaccurate,or misleading. Neomi is performing these duties accurately
and in a timely manner
What is the basic purpose or function of this position?
The basic purpose or function of the Senior Program Analyst position is to provide solutions to business
issues using irfortnation technology for large or complex computer systems. This requires meeting with
customers, determining customer requirements, and presenting alternative methods to accomplish the user
requirements. This also requires documenting and clearly communicating the solution in a way that allows
a junior staff'person to code, test, and debug the designed solution.
`what changes have occurred in the work of this position?
For the past eleven months Neomi has been performing the job duties of a senior program analyst. She has
met with customers, analyzed the customer's business needs, and designed systems to meet those business
needs. The developed systems always meet or exceed the customer requirements, have been developed in
the estimated time, and have been developed within the estimated cost. She has planned and reviewed the
work of subordinates.
When AMORS Year2000 was installed on November 28-29, 1997, Neomi took the leadership role in the
implementation process even though there was a more senior analyst involved in the implementation. There
were over 800 programs put into production. it required extensive online and batch testing. %te project
manager depended on Neomi's knowledge in the systems functions to make the implementation go
smoothly. The customers and other members of the Year2000 implementation learn looked to her for
direction in testing in both the test and in the production environments.
Neomi is also involved in the training of two programmer trainees assigned to the LJIS area. This requires
juggling many tasks while ensuring that she is available to answer any questions and oversee that the job
tasks assigned to the trainees are done accurately and completely
What parts of this job do you check or review closely and why?
Neomi is an expert IDMS,COBOL,IDMS-DC analyst. She was the Senior Programmer on the systems
she currently supports. As a Senior Programmer, she also performed analysis tasks. Therefore, she has a
thorough knowledge of the systems' functions. Neomi's work requires little or no supervision. I review
the project management reports to compare projects'actuals to estimates and to monitor the projects'
progress.
If the position requires typing or shorthand, are they incidental or essential?
the position does not normally require typing or shorthand
