The Board of Supervisors of Contra Costa County In the Matter of Resolution No. 981459 PROCLAIMING SEPTEMBER 15—OCTOBER 15, 1998 "NATIONAL HISPANIC HERITAGE MONTH" WHEREAS,America draws strength from the extraordinary diversity of its people, that our national character is enhanced by citizens who maintain and honor cultural customs brought from other lands; and WHEREAS",the Hispanic people have long been part of this tradition,having been among the earliest settlers in California, in Contra Costa County and other regions of the United States and Latinos over the years have come to this country in search of democracy, freedom and a better way of life. Their diverse and vibrant culture includes elements originating in Europe, North American, Central America, South America and the Caribbean; and WHEREAS,many Hispanic sons and daughters have served our country with distinction,making important contributions in the arts and sciences,the business world, academia., government, agriculture and the Armed Forces helping to preserve the democracy and freedom all Americans enjoy. Hispanics have served in the United States Armed Forces and since World War I have been awarded the Medal of Honor more than any other ethnic group; and WHEREAS,pursuant to public Law No. 400-402, approved August 17, 1988, "That the President of the United States is hereby authorized and requested to issue annually a proclamation designating thirty-one day period beginning September 15 and eliding on October 15 as National Hispanic Heritage Month and calling upon the people of the United States, especially the educational community, to observe such month with appropriate activities;"and WHEREAS, on Sunday, October 4`'`, at County East Mall in Antioch.from 11 A. M. to 5 P.M., a Hispanic Festival will take place with exhibits, information and resource booths representing governmental and private sector agencies with cultural performances throughout the day sponsored by the non-profit organization, Give Always to Others & Company. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa, California, do hereby proclaim the days of September 15 through October 15, 1998 as NATIONAL HISPANIC HERITAGE MONTH and urge all citizens of this County to honor this observance with programs, activities and ceremonies to learn about and promote the Latino-Hispanic contribution. PHIL BATCHELOR,Clerk of the.Board of Supervisors and County Administrator Deputy qnciamilla, District V (�) 0/ ��"Wlxa &%& i IN THE MATTER OF RECOGNIZING RESOLUTION NO. 98/457 THE SESQUICENTENNIAL CELEBRATION OF T°HE FOUNDING OF THE CITY OF LAFAYETTE WHEREAS, THE CITY OF LAFAYETTE was founded in 1848 by Elam Brown when he purchased Rancho Acalanes from William Leidesdorff for one thousand dollars; and WHEREAS, THE FIRST RESIDENCE was constructed in Lafayette, by Elam Brown and his wife Margaret, and WHEREAS, THE COMMERCIAL DISTRICT was established along the present Golden Cate Way between First and Second Streets as an overnight stopping place between logging areas in the eastern side of the Oakland hills and Pacheco where the logs were loaded on steamers for San Francisco, and WHEREAS, A POST OFFICE, LAFAYETTE, was accepted by the Postal Service in 185 having been applied for by Benjamin Shreve, the town's first schoolteacher. In 1860 Brown realigned Moraga Road to its present location where a general store and post office were erected near the corner of Moraga Road and Plaza Way. Elam Brown gave the Plaza Park in front of these buildings to the citizens of Lafayette in ls6o. Today, there are :24,090 residents in Lafayette. The community has maintained a country and rural ambiance that makes it a very desirable place to live and work. It is a vital, important and integral part of Contra Costa County. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County does hereby honor and commend the :15e (736",wy PASSEL)by vote of the Board of Supervisors members present on this 15th day of September, 1998.
