SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AUTHORIZE the Cable TV Administrator to tape and air eight election
forums, one of which the County is being asked to sponsor and the
ether seven are sponsored by both the League of Women Voters and the
Contra Costa Times; and
AUTHORIZE the Cable TV Administrator to tape thirteen Election
forums sponsored by the League of Women Voters and the Contra Costa
Times at CCTV Rates including facility and equipment use.
FINANCIAL IMPACT:
CCTV actual costs for the eight productions shall not exceed $2, 000 .
(See Attachment A) Funds will come from the Community Access Trust
Funds. TCI Cablevision will provide three production staff for each
production to offset some costs. In addition, Contra Costa Times
and the League of Women Voters will provide sponsorship in the
amount of at least $4, 960 to cover some casts for the eight aired
forums and all costs for the thirteen taped forums.
BACKGROUND
The League of Women Voters sent the letter (Attachment B) to CCTV in
August, 1998, requesting their assistance in taping and airing
candidate forums and a PROS and CONS presentation on each of the
propositions. After meeting with the League and Contra Costa Times,

eight forums were suggested as those that met CCTV policy guidelines
and could be taped and aired on CCTV. These forums were of
countywide interest and all candidates were invited.
In addition, the League and the Times would also like to tape
thirteen other forums at the CCTV facility with CCTV staff. These
forums would require sponsorship for staff, facility and equipment
costs. CCTV policy only allows public agencies to use facilities and
equipment at no cost.
CCTV has worked cooperatively with the League and the 'Times for the
June elections to tape and air forums at the Board of Supervisors '
direction. The Contra Costa Times has provided extensive publicity
on CCTV air times, which increased viewership.
CCTV is pleased that the League and the Times continue to ask for
their assistance to provide this valuable information to the voters.

As we enter another electoral season, we wish to express our sincere appreciation for your
past cooperation and our anticipation of another productive collaboration. As you know,
we in the League of Women Voters are committed to doing all that we can to ensure that
the voters of our community are provided factual and unbiased information, enabling them
to make informed decisions about the electoral issues which impact their lives. Your
participation in bringing this non-partisan information to the residents of Centra Costa has
been invaluable, and your cooperative attitude and impressive professionalism are deeply
appreciated.
In the coming months, the League of Women Voters and Contra Costa Newspapers will
be jointly sponsoring 18 candidate forums to introduce the candidates for contested seats
in key local races and candidates in the partisan races who received at least5 percent of
the vote in the June Primary. In addition, we will hold a forum on Measure O and one on
Measure W. As always, these forums will be carefully structured to ensure that opposing
candidates and sides have an equal amount of time in which to present their views.
Again, as before,we look forward to your producing and airing these important
community programs on CCTV and TCI Community Channels. We understand that
Sunday evenings during October will be allotted to the presentation of election-related
programming and that some of these programs may include live candidate forums, which
will provide an opportunity for call-ins by the residents of Contra Costa County.

In addition, we are planning for the videotaping and airing of the League's;presentation on
the PROS and CONS of each of the propositions which will appear on the November
ballot. As described in the accompanying statement, these presentations are carefully
balanced, unbiased descriptions of both sides of every ballot measure. The League of
Women Voters has long presented programs of this type to organizations throughout the
community. The audience for Pros and Cons was greatly expanded when CCTV agreed to
produce and broadcast this presentation on Monday nights in May. We are very pleased
that you will consider continuing this significant element of your pre-election coverage this
fall.
Since Contra Costa Newspapers is our partner in the candidate forums, they will assist in
publicizing CCTV's airing of the candidate and ballot measure forums and the PROS and
CONS presentations.
We believe that, together, the League of Women Voters,the Contra Costa Board of
Supervisors, Contra Costa Television, Contra Costa Newspapers, and TO Community
Channels are making a major contribution to the non-partisan education of the residents of
Contra Costa County and to their informed involvement in the electoral process. We look
forward to working with you in bringing this important information to our community.

LEAGUE OF WOMEN VOTERS OF DIABLO VALLEY
POSITION STATEMENT
The League of Women Voters is a non-partisan political organization that
"encourages the informed and active participation of citizens in government and influences
public policy through education and advocacy." As part of its commitment to fulfill this
mission, the League of Women Voters strives to develop sound and balanced educational
programs about electoral issues and to effectively bring these programs to the attention of
the public.
Consistent with this goal, the League puts on forums so that opposing candidates
for political office can present their qualifications and views to the voters. We also
present forums where opposing panelists educate citizens about the merits/flaws of ballot
measures and other issues of public concern. These candidate and issue forums are
televised in order to reach as many voters as possible.
