THE BOARD OF SUPERVISORS OF
CONTRA COSTA COUNTY, CALIFORNIA
August 4, 1998 Agenda
On this date, the fallowing item was brought to the attention of Board of
Supervisors after the Agenda was posted; and the Board, by unanimous vote,
agreed to consider it.
The Board considered a report regarding monitoring the garbage strike
between Browning Ferris Industries (BFI) and its workers.
Those present at the meeting included Dennis Barry, Community
Development Department Director; Mary Fleming, Community Development
Department; Victor Westman, County Counsel and Marr Floyd, General
Counsel to BFI.
Following the staff report and Board discussion, public comment was opened,
and the following people appeared to speak:
R. Stringer and Dale Robbins, Local 315.
No one else appearing to speak, the Board discussed the matter and took the
following action:
DIRECTED that the Community Development Department and the
Health Services Department prepare for the Board of Supervisors on
August 11, 1998, a report including: monitoring the garbage strike
between Browning Ferris Industries (BFI) and its workers; oversight of
the transfer stations and landfill; the enviromnental health status of
neighborhoods relative to garbage collection; daily garbage collection
records, and findings relative to a possible contract suspension with
BFI; DIRECTED that the Supervisors be advised immediately of any
changes in related public health concerns, and franchise violations
relative to this strike.
The Board's vote on this motion was as follows:
AYES: SUPERVISORS ROGERS, UILKEMA, GERBER, DeSALTLXIER and
CANCIAMILLA
NOES: NONE
ABSENT: NONE
ABSTAIN: NONE
.Following further discussion, the Board also took the following action:
DIRECTED that County Departments coordinate efforts with the
Central Contra Costa Solid Waste Authority and the City of Antioch;
DIRECTED that the Board of Supervisors designate a County staff
person to observe and report on, further negotiations between BFI and
its workers,

DIRECTED that BFI be chastised for its labor-relations tactics; and
REQUESTED BFI send an informed representative to the next Beard
meeting to respond to Supervisor's inquiries.
The vote on the motion was as follows

CANCIAMILLA
