HomeMy WebLinkAboutMINUTES - 08041998 - D10 D.1U THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 4, 1998, by the following vote: AYES: Supervisors Uilkema, DeSaulnier, and Canciamilla NOES: Supervisors Gerber and Rogers ABSIENT: None ABSTAIN: None Subject: Fourth Bore To The Caldecott Tunnel Can this date, the Board of Supervisors considered Resolution No. 98/385, declaring support for a Caltrans feasibility study for a fourth bore to the Caldecott Tunnel. Supervisor Mark DeSaulnier gave the oral presentation and introduced Resolution No. 98/385. He noted the Metropolitan Transportation Commission (MTC) will be reviewing this issue, and Senators Rainey and Kopp, and Assemblymembers Leach and Torlakson are acquiring support for legislation (AB 2014) for Caltrans to conclude a feasibility study. Supervisor DeSaulnier moved the proposed Resolution, and Supervisor Uilkema seconded the motion. The motion died for lack of a vote. The Board discussed the issue. The public hearing was opened, and the following people presented comments: :Miriam Hawley, A.C. Transit Director, 1925 Hopkins Street, Berkeley; Raymond Ahearn, 324 Victoria Street, El Cerrito; Frank Orem, Sierra Club, 1724 Argonne Drive, Concord; Mike Daley, Sierra Club - S.F./Bay Chapter, 729 Everett Street, El Cerrito; All those desiring to speak having been heard, the .Board discussed the matter. Supervisor DeSaulnier moved the Resolution including the following amendments: In the heading, after the word "Tunnel", add the words "feasibility study"; In the fourth paragraph, delete the entire paragraph from 'Whereas, two bores.....at once", In the seventh paragraph, after the word "Tunnel", add the words "feasibility study' Supervisor Uilkema seconded the motion. IT IS BY THE BOARD ORDERED that the Board of Supervisors DECLARED their support of Resolution No. 98/385, as amended, for a fourth bore to the Caldecott Tunnel. IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Declaring Support for a FOUR BORE 7"0 THE CA.LDECOTT RESOLUTION NO, 981385 T EF I i 7 'x`7 1 Y ) WHEREAS, everyday, 150,000 vehicles pass through the Ca,ldecott Tunnel, with the majority of the travelers being Contra Costa County residents or workers commuting to and ,from jobs; and WHEREAS, with the current three bores, only one is available to eastbound traffic in the ,morning and to westbound traffic in the evening which causes long back ups in commute traffic; and WHEREAS, with eastbound traffic expected to increase from the burgeoning businesses in Contra Costa County and the Tri-Valley/'Pleasanton corridor, the single-bore direction will become even more congested, and WHEREAS, the Metropolitan Transportation Commission (MTC) will soon be 'Looking at this issue and Senators Rainey and Kopp and Assemblymembers Leach and Torlakson are gathering support f4rom local entities for legislation (AB 2010) that has been introduced to require Caltrans to complete a feasibility study; and WHEREAS, all of Contra Costa County's citizens would greatly benefit from this addition, and it would be wise to begin the effort with a feasibility study. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors declares support for a FOUR 7HBORE TO YHE CALDEC07T YL NEL FEASIBILIYY STUDY'and urges the state legislature to pass AB 2010.
