SPECIFIC REOUES T(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION. APPROVE and AUTHORIZE the Director of Social Service, or designee, to EXECUTE Contract #21-004-12 for the period of July 1, 1998 through June 30, 1999, and in the amount of$173,000. The contract is with Family Support Services for respite care services for the Heritage Project, Options for Recovery Program. 30% County cost ($51,900). The remaining 70% is funded with State Options for Recovery Program funding for the Heritage Project. CHILDREN'S MI PAC ATEMENT: The Heritage Project, Options for Recovery Program Respite Services support four of Contra Costa's Community outcomes: "Children Ready for and Succeeding in School," "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are Safe, Stable and Nurturing," and "Communities that are Safe and Provide a High Quality of Life for Children and Families." The Respite Services may be used during times of crisis when a caregiver needs to be away from home, or at times when parents or relative caregivers need to pursue activities and responsibilities which take them away from children whose special needs necessitate ongoing care. EACKGRQ JND: As part of the Heritage Project's goal of recruiting minority families willing to provide foster and adoptive homes for medically fragile or drug or alcohol exposed children, this contract is to provide respite services for foster parents or relative caretakers of drug or substance exposed infants and children under three year age who h4ve special needs. SPECIFIC REQUEST(S)OR AECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REMMMENDFD ACTIQN: APPROVE and AUTHORIZE the Director of Social Service, or designee, to EXECUTE Contract#21-132-4 with F.M. Blare and Associates for the determination of SSI eligibility of children in Foster Care in the amount of$75,000 for the period of July 1, 1998 through June 30, 1999. FISCA : No County cost. Contract payment is on a contingency fee basis and all costs are covered by generated revenue. There are two types of contingency fees: $820 for each initial application after benefits are approved, and $500 for each continuing application after benefits are approved. HTLD EN'S IMPACT STATEMENT: Contract 21-132-4 with F.M. Blake and Associates supports all of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School," "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are Economically Self Sufficient," "Families that are Safe, Stable and Nurturing," "Communities that are Safe and Provide a High Quality of Fife for Children and Families." SSI benefits provide additional funding which enhances Child Welfare Services' ability to meet children's special needs. The Social Service Department feels it is beneficial to apply for SSI benefits for eligible children. When granted, the past due award is deposited in trust accounts to cover the costs of the child's special needs. Ongoing payments off set County and State maintenance costs. The SSI monthly grant is $780, otherwise the average cost is $450, with an average County share of 35%. As a result of applications filed to date the projected savings per year are now approxiamately $400,000. BACKGROUND; AB 2994 provides funds for the coordination of child abuse prevention efforts and dissemination of child abuse prevention information in Centra Costa. County. The recommendation of the .FACT Committee is that the annual amount equal to 10�; of the prior year' s revenue from birth certificate funds and Trust Fund donations, up to $20, 000, be allocated to a contract with Child Abuse Prevention Council . On July 14 , 199$ the Board of Supervisors approved Banding for Contract #21-240-3 in the amount of 519, 000 . Based on new budget information, the amount of money available for the contract increased $1, 000 to $20, 000 . The Contra Costa Regional Medical Center and Health Centers operation requires transportation services for patients who do not have the resources, but do have a medical condition requiring transportation for their medical care, In addition,the County must provide certain non-emergency transportation for the medically indigent under the requirements of the Gascoine agreement between the County and Contra Costa Legal Services Foundation. The Department is making every effort to meet patients' transportation needs by using the appropriate, available vendors of transportation services in the County, while striving to keep transportation costs at a minimum.
