Under Contract #26-91.7-7 Robert A. Hardy, M.D. will provide Gphthalmol,ogy services through June 30, 1999 . SUBJECT: Authorize Execution of Contract with Napa County Training and Employment Center SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Ie RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private industry Council, to execute on behalf of the county a contract (19-2038-0) with the Napa County Training and Employment Center for a maximum payment limit of $8,000 to reimburse Napa County for costs incurred through 9/30/98 for the develpment and completion of a joint Bay Area focused survey. II. FINANCIAL IMPACT: Mone, one hundred percent federal funded. III. CHILDREN IMPACT STATEMENT: This contract is to identify those program elements that will increase program utilization by employers and eligible applicants. This indirectly supports the third outcome Families that are economically self-sufficient. IV. REASONS FOR RECOMMENDATION: The Napa County Training and. Employment Center is coordinating a Bay Area targeted research project jointly funded by the DOL Regional Office and the participating DTPA Service Delivery Areas. The project operator is the University of Maryland. The project is to identify those elements of program services that are important to users and that correlate with continued use of the program services such as additional job orders from employers. Deliverables of this project will include a set of survey instruments, spread sheet software to compile and evaluate survey responses, and training. The CO-OP grant, funded for $3.1 million bey the State Department of Social Service, provides $140,000 for parenting and peer support services for the three years of the project. CHILDREN'S" INWACT STATEMENT: Parenting an peer support services provided under the CO-OP contract will support Outcomes #1, #2, and #4, "Children Ready for and Succeeding in School", `°Children and Youth Healthy and Preparing for Productive Adulthood", and "Families that are Safe, Stable and Nurturing . The CO-OP demonstration supports Outcome 3, ".Families that are Economically Self Sufficient", because it targets NPs who are not paying court-ordered child support with employment and training services to help them become self-sufficient. BACKGROUND: n ay the County issued RFP #1048, the County Opportunities and Obligations Program (COW), for parenting and peer support services to MCPs of CalORKs children. The request soug�ht specialized services to round out a total Rkagge of services promoting self-sufficienty of NCP participants in the "Non- st3al Parent Employment and Training Demonstration Project" funded by the State De artment of Socia Service. Among four responses to the RFP to provide parenting and peer support services, the proposal of the Center for Hunan Development was scored highest by the Dating Panel and is recommended for funding by the Board of Supervisors. The EPSP program provides a comprehensive continuum of services to children and families including: information and referral; in-home support; outreach services for youth; community development; employment and job skills training; parenting classes; and support groups for parents and relative caregivers. AMMOUND; Each is a collaborative of community based and governmental agencies focused on a specific target community in an attempt to strengthen and develop the resources of the community, make it possible for community families to become more self reliant, and reduce the existing and potential involvement with the Child welfare system. In the course of administering this program the State Department of Social Service continues to revise its allocation of the Federal funding. The Social Service Department wishes to pass any additional allocations on to the contractors carrying out the program in the four targeted communities.
