FINANCIAL IMPACT The FY 1998-99 Title 111, V & VII Standard Agreement will provide $2,353,965 of Federal and State funds to conduct programs and activities on behalf of county residents age 60+under Title III of the Older Americans Act. The Area Plan Budget for FY 1998-99 provides for a required County match of approximately $110,000.00, This County revenue has been included in the Social Service Department's FY 1998-99 budget. Title V (included in the above amounts) will not exceed $86,372.00 (TV8500-702- 20010), and be used for the Senior Community Services Employment Program. REASONS FO IZ ECOMMENDATI N/BACKG OUND Since 1976 the Office on Aging has been providing services for older residents of the county under Title III of the Older Americans Act. Under the 1997-2001 Four Year Area plan and the State Standard Agreement the Office on Aging will continue to fund contractor agencies to provide congregate meals, home- delivered meals Legal Assistance, Case Management, In-Home Services for the Frail, Home Visiting, In-Home Services Registry, Transportation, Long Term Care Ombudsman Services. In addition,the Office on Aging will provide Information and Referral Services, Preventive Health Care and Disease Prevention Services and perform the program development, coordination, administrative and planning functions of an Area Agency on Aging. Under Title V the Office on Aging will continue to provide Senior Employment opportunities through an Interagency Agreement with the Private Industry Council. FISCAL IMPACT: This Contract is included in the Health Services Department' s Budget for Fiscal Year 1993-99 . Source of funding is County/Realignment . BACKGROUND/REASON(S)OR RECOMMENDATION(S) : On December 2, 1997, the Board of Supervisors approved Contract #24-353-22 with the Center for New Americans, for the period from July 1, 1997 through June 30, 1998 . This Contractor trains and administers a pool of multilingual mental health interpreters, who are available upon request to aid County staff in the provision of mental health services to non-English speaking i migrant . These interpreters are also available at Contra Costa Regional Medical Center and the Contra Costa Health Centers to ' assure required advisement of rights to non-English speaking patients who are involuntarily hospitalized. Approval. of Contract #24-353-23 will allow th-e Contractor to continue providing services through June 30, 1999 .
