This will support the third outcome - Families that are economically self-sufficient. IV. REASONS FOR RECOMMENDATION: The Balanced Budget Act of 1997 authorized the U.S. Department of Labor to provide Welfare to Work funds. The majority of the funds are allocated directly to States, to be allocated on a formula basis by the State governments. In California, the Governor has designated the 52 private Industry Councils and their Service Delivery Areas as the administrative agencies to implement the Welfare to Work Program. The Contra Costa PIC/SDA allocation is $1,114,932. Since the Welfare to Work funds are separate from DTPA funds, the State has decided not to subgrant the funds into the existing. DTPA grant. Instead, it is requiring a recertification by the Board and the PIC that the existing DTPA procedures will be extended to the Welfare to Work grant.
