RECgMMEN 9ED ACTION:
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) , to execute on behalf of the County, Standard
Agreement- #28-570-3 (State x#97-1.2142) with the State Department of HeawLth
Services, for the period from April. 1., 1998 through September 30, 2000,
in the amount of $14 , 090, for the Bicycle Head Injury Prevention Program.
FISCAL IMPACT:
This Agreement encumbers $1.4, 090 of State funds for the 1997-98 Fiscal
Year, for the Bicycle Head 1nj ury Prevention Program. Funding beyond
this fiscal year is contingent upon the availability of appropriated
funds by the Legislature for the purpose of this agreenent . No County
funds are required.
BACKGRgUND REASON(S) FOR RECOMM NDATION(S) :
The purpose of this project is to conduct a. pilot study to determine the
efficacy of helmet distribution campaigns in conjunction with bicycle
helmet legislation as a means to reduce the instance of injury and
atality to bicyclists due to head injury.
On August 8, 1.995, the Board of Supervisors approved Standard Agreement
#28--570 (as amended by Standard Amendment Agreements #28-570-1 and #28-
570-2) with the State Department of Health Services, for the period from.
October 1, 1994 through September 30, 1997 for the Bicycle Head 1n jury
Prevention Project . Approval of Standard Agreement #28-570 will. formally
encumber $14, 090 and allow the Program to continue through September 30,
2000 .
Three sealed and certified copies of this Board Order should be returned
to the Contracts and Grants Unit for submission to the Stave Department
of Health Services .

Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) , to execute on behalf of the County, Standard
Agreement (Amendment) #29--205--69 (State #97-11288-A4) with the State
Department of Health Services, effective April 1, 1998, to increase the
amount of funding by $39, 207, for the Supplemental Food program for
Women, infants and. Children (WIC) .
FISCAL IMPACT:
This amendment formally encumbers $39, 207 in State funding (Federal
funds) for the WIC Program, for a new total. of $1, 911, 266, for the
1997-98 Federal Fiscal year. No County funds are required.
BACKGROUND/REASON(S) FOR RECC7I;MENDATICN'(S) :
The WI-C program is a nutrition education, counseling, and foram
supplement program for low-income, pregnant, postpartum and breast-
feeding women, infants and children at nutritional risk, and is
mandated under the Community .Health Services Division of the State
Department of Health Services.
Standard Agreement (Amendment) 429-208--69 formally encumbers
additional monies to improve the ability to provide quality services
to the WIC clients .
Three certified and sealed copies of the Board Order should be returned
to the Contracts and Grants Unit for submission to the State Department
of Health Services.

A. Approve and authorize submission of Funding Application #29-455-8 to the
State Department of Mental Health in the amount of $39,982, for FY 1998-
99, to continue PATH Formula Grant Funding under the Stewart B. McKinney
Homeless Assistance Amendments Acts of 1990 (PL 101-645) .
B. Authorize the Health Services Director, or his designee (Donna Wigand)
to sign required assurances and certifications regarding debarment and
suspension, a drug-.free workplace, lobbying, and compliance with Federal.
requirements, and to make any minor technical adjustments to the Grant
Application that may be required by the State Department of Mental
Health.
FISCAL IMPACT:
Approval by the State Department of Mental. Health of this application will
result in $39, 982 of Federal. PATH Grant. Funds for the continuation of outreach
services to the homeless mentally disabled. The applicati= requires an
additional non-Federal match ($13,948) which will be provided through existing
County Realignment funds.

On December 2, 1997, the Board of Supervisors approved the Federal PATH Grant
.Application ##29-455-7 for Fiscal Year 1957-98. Approval, of this application
#29-455-8 will continue the PATH project operated by Phoenix Program, Inc. ,
under County's Contract #24-385, for the provision of mental health outreach
services for the Homeless Mentally Ill (two 'Multi-services Centers and one 20-
bed Shelter/Multi-Servicer Center) in San. Pablo, Concord and Antioch.
The Federal. PATH Grant Application for 1998-99 was reviewed and recommended for
approval by the County's Mental Health Commission on May 28, 1998.
In order to meet the deadline for submission, the application has been
forwarded to the State, but subject to Beard approval. Three certified copies
of the Board Order authorizing submission of the application should be returned
to the Contracts and Grants Unit for submission to the State.

I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, on
behalf of the County, to execute Welfare to Work plans, modifications, adjustments,
applications, reports and other documents with or required by the State of California
Employment Development Department, the United States Department of Labor or any
other state or federal agency during the July 1, 1998 through March 31, 2001 term of the
grant; provided that this delegation does not include increasing the grant terra or
increasing the grant $1,114,932 payment limit.
Acknowledge that consistent with the Board and PIC DTPA memorandum of
understanding;, the County will act as the Welfare to Work grant recipient, responsible
for grant administration and fiscal liability.
Acknowledge that the Contra Costa PIC, consistent with the JT PA MOU between the
PIC and the Board, will act as the program planner and selector of service providers with
the prevision that the Board may set aside any PIC decision the Board fads undesirable
due to potential County fiscal liability.

III, CHILDREN IMPACT STATEMENT:
This grant is to provide employment and training services to TAN-P participants and non-
custodial parents. This will support the third outcome - Families that are economically
self-sufficient.
IV. REASONS FOR RECOMMENDATION:
The Balanced Budget Act of 1997 authorized the U.S. Department of Labor to provide
Welfare to Work funds. The majority of the funds are allocated directly to States, to be
allocated on a formula basis by the State governments. In California, the Governor has
designated the 52 private Industry Councils and their Service Delivery Areas as the
administrative agencies to implement the Welfare to Work Program. The Contra Costa
PIC/SDA allocation is $1,114,932.
Since the Welfare to Work funds are separate from DTPA funds, the State has decided
not to subgrant the funds into the existing. DTPA grant. Instead, it is requiring a
recertification by the Board and the PIC that the existing DTPA procedures will be
extended to the Welfare to Work grant.
