HomeMy WebLinkAboutMINUTES - 08111998 - U1 a Contra 86 Costa TO: BOARD OF SUPERVISORS - County FROM: Dennis Barry, Director of Community Development DATE: August-<11, 1998 SUBJECT: PRE-APPLICATION FOR A FEDERAL ECONOMIC DEVELOPMENT ADMINISTRATION(EISA) FUNDS FOR THE DEVELOPMENT OF A BIOSCIENCE INCUBATOR IN WEST CONTRA COSTA COUNTY SPECIFIC REQUESTS),OR.RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE AND AUTHORIZE the Deputy Director-Redevelopment to execute and submit a pre application for Federal Economic Development Administration(EDA) funds;for the development of a bioscience incubator in West Contra Costa County jointly with the Contra Costa Economic Partnership (CCEP)and the City of Richmond. FI_SQAL IMPACT , No general funds are involved. BACK-GROJIMMASQNS FOR RECOMMENDATIONS The Contra Costa Economic Partnership (CCEP)has adopted an Action Plan to develop 3-5 business incubators in Contra Costa by the Year 2000 in order to stimulate job creation and new business formation in emerging industries. The first incubator, the Contra Costa Software business Incubator was opened in Concord last year. The second one,the bioscience business incubator, is currently being planned by the Partnership. Market studies prepared for the CCEP indicate that West Contra Costa County is a most feasible location for the proposed bioscience incubator. CCEP is currently soliciting proposals from West County jurisdictions. Federal Economic Development Administration(EDA)grant funds has been identified as a major source of funding the bioscience incubator." EDA funds are limited to distressed communities,such as certin.parts of the City of Richmond and San Pablo. Entities garnering the most points in the pre-application stage will be invited to submit a more detailed application for grant funds. EDA grant funds are awarded on a first come, first served basis. Because grant funds are limited and extremely competitive, it is critical that the County, the City of Richmond, and CCEP file the pre- application immediately.
