This Contract was funded by Contra Costa Health Plan member premiums. Cost depended upon utilization. As appropriate, patients and/or third party payors were billed for services. REASONS FOR RECOMMENDATIONS/BACKGROUND: On October 7, 1997, the Board of Supervisors approved Contract #27-170-2 with Delilah Patrick, for the period from September 1, 1997 through October 31, 1998, for consultation and technical assistance to the Contra Costa Health Plan with regard to the Utilization Management Program. The purpose of this Board Order is to advise the Board of Supervisors that the Department and the Contractor, have agreed to terminate Contract #27-170-2, effective July 17, 1998 . BACKGRODM/REASON(S) FOR RECOMMENDATION(S) : Cin January 14, 1997, the Board of Supervisors adapted Resolution #97/17, authorizing the Health Services Director or his designee (Donna Wigand; LCSW) to contract with the State Department of Mental Health to assume responsibility for Medi-Cal specialty mental health services'. Responsibility for outpatient specialty mental health services involves contracts with individual, group and organizational providers to deliver these services . Under Contract #24-954, the Contractor will provide authorization and utilization review services for the Department, with regard to Medi-Cal mental health specialty services, through July 31, 1999. BACKGRO REASONS FOR RECQMMEI ATI S : The Health Plan has an obligation to provide certain specialized' professional health care services for its members under the terms of their Individual and Group Health Plan membership contracts with the County. The Health Plan is also required under the terms '; of its Local Initiative contract with the State, to contract with community physicians and other providers, called "Safety Net" and "Traditional" , Providers, for the provision of medical care to Medi-Cal recipients . This Contract is necessary to meet State mandates to expand the number' of community providers for the Local Initiative, along with a recent' Department of Corporations audit finding that requires formal contracts' with low volume providers. Approval of this Contract will allow the Contractor to continue providing professional health care services to Health Plan members' through June 30, 1999 . Walker, Health Services Director Contra Costa DATE: August 4, 1998 County ry SUBJECT: Authorization to Reimburse the City of richmond and the Contra Costa Eire Protection District for Emergency Medical Dispatch Training and Equipment (County Service Area EM-1 "Measure H") SPECIFIC REQUESTIS?OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize reimbursement not to exceed the following amounts for expenditures incurred in implementing the Medical Priority Emergency Medical Dispatch program, upon approval of the Health Services Director or his designee (Art Lathrop). Contra Costa Fire Protection District $60,233 City of Richmond $27,938 FISCAL IMPACT: Funding for these expenditures has been budgeted under CSA EM-1 (Measure H), There is no General Fund impact. BACKGROUND: A key component of an emergency medical service system is the answering of medical 9-1-1 calls and dispatching appropriate resources. In Contra Costa County designated fire/medical dispatch centers answer emergency medical calls, determine the nature and location of the emergency, and send the appropriate first responder and ambulance resources. One priority set forth in the Service Plan for County Service Area EM-1 (Nleasllre H) was the establishment of emergency medical dispatching programs meeting within the County's designated fire/medical dispatch centers. Medical Priority Consultants, under Dr. Jeff Clausen, has developed an efnei gency medical dispatch system which is recognized nationally as the preeminent product in this field and which meets the State EMS Authority's "Guidelines for Medical Dispatching." On April 12, 1994, the Beard Of Supervisors authorized CSA EM-1 funding to reimburse San Ramon Valley Fire Protection District for 'piloting the Medical Priority Emergency Medical Dispatch program. Following the successful implementation of that program in San'Ramon Valley, Contra Costa County Fire and richmond have elected to implement the Medical Priority system within their dispatch centers.
