SPECIFIC REQUEST(S)OR RECOMMENDATIONS)b BACKGROUND AND JUSTIFICATION RECO ED ACT1~ s Approve and authorize the Health Services Director, or his designee (Donna Wigand) , to execute on behalf of the County, Contract x$24-958 with Rubicon Programs, Inc. , for the period from August 1., 1998 through June 30, 1999, to provide mental, health services for recipients of the California Welfare-to-Work Program (Cal-Warks Program) , at the rates set forth below. (1.) S BO per minute for mental health services, as described in the Cal-Works Provider Manual, excluding group therapy sessions; (2) .14 per minute per individual for group therapy sessions, not to exceed 1.80 minutes per session as described in the Cal-Works Provider Manuals and (3) S 1.0-0 per minute for medication support services, as described in the Cal- Works Provider Manual. FISCAL IMPACT: This Contract is funded by the Social. Services Department from State AB 1.542 Funds . BAC GROUND/REASON(S)FOR RECOMMENDATION(S) : In August, 1.997, the State of California Legislature passed Assembly Bill 1.542 which brought major changes to the welfare programs previously operated by the State. Among the changes was a provision which required treatment of substance abuse and mental illnesses of Welfare-to-Work participants, when these conditions interfere with participation in Welfare-to-Work activities . Subsequently, the County' s Social Services Department and Health Services Department signed an Interdepartmental. Services Agreement ($#21-427) which allowed the Health Services Department to provide substance abuse and mental health services to Welfare-to--Work participants referred by the Social. Services Department . The Health. Services Departments, responsibility for these mental health services involves contracts with organizational providers to deliver these services. Under Contract ##24-958, Rubicon Programs, Inc. will provide mental health services to recipients of the Cal-Works Program through 'June 30, 1999 . RECOMMENDED ACTION: Approve and authorize the Health Services Director to execute on behalf of the County, Contract Amendment Agreement #23-221-2 with Quinn & Associates, effective June 1, 1998 , to increase the Contract payment limit by $20, 000, from $205, 000 to a new total' Payment Limit of $225, 000 and to extend the term of the agreement' through December 31, 1998 . REASONS FOR RFCOMMLNDATZC'?NS[RACKGRO`CIND: On May 6, 1997, the Board of Supervisors approved Contract #23-221 with Quinn & Associates, for the period from May 1., 1997 through' April 30, 1958, to provide consultation and technical assistance to the Department' s Information Systems Director with regard to software programming solutions. Subsequently, Contract Amendment' Agreement 23-221-1 extended the Contract term through September 30, 1558 . Approval of Contrast Amendment Agreement ##23-221.-2 will allow the Contractor to provide additional services through December 31,' 1998 .
