Expected program outcomes are : Increase and maintain school attendance as measured by school records; Increase in positive social and emotional development as measured by the Child and Adolescent' Functional .Assessment Scale (CAFAS) ; Increase in family satisfaction, as measured by the Parent Satisfaction Survey; and' Decrease in out-of-home placements as measured by mental health' and social services statistics . Services were requested and provided beyond the payment limit and by the end of June 30, 1998, charges of $224, 279 had been incurred, of which $217, 905 had been paid and $6, 374 remains' outstanding. Services were both requested by County staff and provided by the Contractor in good faith. Because of administrative oversight by both the County and Contractor, use of the Contractor' s services exceeded the authorized limits. The Department is requesting that the amount due to the Contractor be paid. This can be accomplished by the Board of Supervisors' ratifying the actions of the County employees: in obtaining' provisions of a value in excess of the contract payment limit . This will create a valid obligation on the part of the County, retroactively authorizing all payments made by the Auditor- Controller up to now, and authorizing payment of the balance . SPECIFIC REQUEST(S)'OR RCCOMMENDATION(S)4 BACKGROUND AND JUSTIFICATION RECQIM�TIONS Approve and authorize the Health Services Director to execute on behalf of the County, Contract Amendment Agreement #23-243-1 with Superior Consultant Company, Inc, effective August 1, 1998, to amend Contract #23-243 (for the period from July 1, 1998 through June 30, 1999) to modify the Contract payment provisions and service plan. FIS-CAL IMPACT: Contractor shall be paid a fee rate of not less than $120 . 00 per hour nor more than $185 . 00 per hour in accordance with the Contractor' s usual and customary hourly billing ;' rates for its services, as approved by the Health Services .Director. The Contractor will also be reimbursed for travel on behalf of the. County, as approved in advance by the Health Services Director, and for miscellaneous expenses actually incurred in the provision of services under the Contract. Funding for this Contract is included in the Department ' s ' Enterprise I budget . BACKGROU D RNASON(S) FOR REgIOMME DATION(S) ; In July 1998, the County Administrator approved and the Purchasing Services Manager executed Contract 23-243 with Superior ' Consultant Company, Inc. , to provide consultation and technical assistance with regard to the Department ' s Managed Care Information System and other special projects as needed. Approval of Contract Amendment Agreement ##23-243--1 will allow the Contractor to provide additional services through June 30, 1999. FISCAL IMPACT: This Contract is funded by Federal Drug Court funds. Approval of this Contract will result in a cumulative twelve-month total in excess of $25, 000, and therefore, Board of Supervisors approval is required. Acupuncture treatment, in conjunction with support and peer counseling, has proven to be a viable approach to successful drug abuse recovery. In December 1997, the County Administrator approved., and the Purchasing Services Manager executed Contract ##24-560-8 with Kuelewa Furaha for the period from November 1, 1997 through July 31, 1998. Approvalof Contract ##24-560-9 will allow the Contractor to continue providing services through June 30, 1999 . Approval of (Novation) Emergency Residential Care Placement A reement #24-086-112 (2) with Bonita House, Inc. SPECIFIC REQUEST(S)OR RECOMMENDATION{S)&BACKGROUND AND JUSTIFICATION RECO NDATION(S) : a. Approve and authorize the Health Services Director or his designee (Donna M. Wigand.) to execute on behalf of the County Emergency Residential Care Placement Agreement #24-086-112 (2) with Bonita House, Inc. , for the period from July 1, 1998 through June 30, 1999, to provide emergency residential care to mentally disturbed adults who are potentially eligible for SSI/SSP, with a maximum payments of $703 per client per month through December 31, 1996, and a maximum payment of $716 per client per month beginning January 1, 1999; and b. Authorize the Auditor-Controller to pay a maximum of $92 per month through December 31, 1998, and a maximum of $97 per month beginning January 1, 1999, to clients who are placed in the board and care facilities under said Emergency Residential Care Placement Agreements for incidental expenses and personal needs. FISCAL IMPACT. Under this program, the County pays the State-established rates for the residential care of mental health clients who are not vet receiving SSI/SSP (but who are potentially eligible and have made formal application to the social Security Administration for SSIjSSP) , contingent upon the client's signing an agreement with the County to reimburse the County from the SSI/SSP money, , once it is finally granted by the federal government (usually 3 to 6 months retroactively back to the month of application) . For those mental health clients who are not granted SSI/SSP (i.e. , are found ineligible) , the County covers the residential care payments to the facility operators through the County's established Mental Health Program Funding. Initially, ten to twenty percent of the clients are found ineligible by the Federal Social Security Administration, depending on changes in Federal guidelines, and then some of these are ultimately found eligible through appeal processes. Board Order Page 2 BACg�Rt UM/RRjtASON(S) FOR RZC_0ME XNPA'T10N(S) : For several years, the County's Mental health Adult Services Program has used these Agreements as an interim financing mechanism to facilitate the residential care of mentally disabled clients and movement of clients, who are deemed eligible for SST/SSP, from State or local inpatient facilities to community-based facilities. This Program provides residential care for 40 to 50 clients per year. On June 24, 1997, the Board of Supervisors approved Emergency Residential Care Placement Agreement #24-086-112(1) with Bonita House, Inc. , for the period from July 1, 1957 through June 30, 1998 with a six-month automatic Contract extension through December 31, 1998. Approval of Agreement ##24-086-112 (2) replaces the six month automatic extension, allowing the Contractor to continue providing services through June 30, 1995.
