HomeMy WebLinkAboutMINUTES - 08111998 - C71-C75 TO: BOARD OF SUPERVISORS FROM: William Walker, M.D. , Health Services Director Contra Ginger Marieiro, Contracts Administrator �" Costa DATE: August 3, 1998 County SUBJECT: Approval of Contract Amendment Agreement #26-936-1 with Kevin Beadles, M.D. SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee, (Frank Puglisi, Jr'. ) to execute on behalf of the County, Contract Amendment Agreement ##26-936-1, effective July 1, 1998, to amend Medical Specialist Contract #26--936 with Kevin Beadles, M.D. (Specialty: Ophthalmology) , to modify Subparagraph l .b. of the Additional Provisions to read, as follows : "b. $200 . 00 per occurrence when Contractor is required to come to the Hospital during on-call hours for non-surgical procedures, not to exceed $1,400 .00 per month, and not to exceed a total payment limit of $16, 800.00 annually; " FISCAL IMPACT: This Contract Amendment Agreement #26-9361, increases the monthly payment limit for additional on-call services from $800, to a new total of $1, 400 per month, thereby increasing the annual payment limit for on-call from $9, 600 to a new total of $16, 800 per year. With the exception of the non-surgical on-call rate, set forth above, there are no other changes to the original Contract agreement . BACKGROUND/REASON(S) FOR RECOMMENDATIONS : On August 6, 1998, the Board of Supervisors approved Medical Specialist Contract #26-936 with Kevin Beadles, M.D. , for the period from August 1, 1996 through July 31, 1999, to provide Ophthalmology services for patients at Contra Costa Regional Medical Center. The need for Ophthalmology services has increased, and as a' result, Dr. Beadles has agreed to provide additional services for plastic surgery eye cases. Approval of Contract Amendment Agreement #26-936-1 will allow Dr. Beadles to be paid for the additional services he is providing, at County' s request . FISCAL IMPACT: None. BACKCROUNI REASON(SI FOR RECOMMENDATION(S) : The purpose of this agreement is to provide San Francisco State University nursing students with the opportunity to integrate academic knowledge with application skills and attitudes at progressively higher levels of performance requirements and responsibility. Supervised field work experience is considered an integral part of both', the educational and professional preparation. The Department can provide the requisite field education, while at the same time, taking advantage of the students' services to clients. Approval of Unpaid Student Training Agreement #22-153-5 will allow Contractor's students to receive clinical field instruction and experience in nursing through June 30, 2001. BACIK GRC3UND/REASON(S) FQR REC©MMENDATION(S) On February 27, 1996, the Board of Supervisors approved Contract #26--933 (as amended by Contract Amendment Agreements #26-933-1 and #26-933-2) with the above named physicians for provision of Anesthesiology Services for the period from January 1, 1996 through October 31, 1999 . In October 1997, the Department engaged in the use of services for consultants to review the operations of the Operating Room and Anesthesiology staffing. The consultants have therefore completed the review and as a result, the following recommendations are conclusive: 1) to increase the staffing from the current 4 . 75 FTE to 6 . 50 FTE; 2) to increase the compensation in the monthly salary to reflect level market rates; and 3) utilize one anesthesiologist to provide back-up call service to the Obstetrics unit, as well as one for General Surgery. Approval of Amendment #26-933--3 will allow the services of one additional physician, to provide 24-hour call to the Obstetric unit and continue the contractor' services through June 30, 2001 . Contract #23-241. with Albert' William Borden, for the period from May 4, 1993 through April 30, 1999, to provide consultation and technical assistance with regard to programming and analysis services to the Department ' s Information Systems Unit . Approval of Contract Amendment Agreement #23-241-Twill allow the Contractor to provide additional services through April 30, 1999 . FISCAL IMPACT: Cast to the County depends upon utilization. As appropriate, patients and/or third party payors will be billed for services . REASONS FOR RECOMMMMATIONS/BACKGROUND: For a number of years the County has contracted with Medical and Dental Specialists to provide specialized professional services which are not otherwise available in its Hospital and Health Centers. On September 9, 1997, the Board of Supervisors approved Medical Specialist Contract #26-939-1 with Wendy Eberhardt, M.D. to provide specialized professional geriatric psychiatric services to County' s patients at the West County Older Adults Clinic, for the period from September 1, 1997 through August 31, 1998 . Approval of Contract #26-939-2 will allow the Contractor to continue to provide professional psychiatric services through August 31, 1999 .
