Principal Planner, Housing SUBJECT: Appointments to the Affordable Housing Finance Committee The purpose of this memorandum is to report on the status of appointments to the Affordable Housing Finance Committee (AHFC) and the need for Board action to reappoint two members and fill one vacancy. This issue will be considered by the Internal Operations Committee (IOC) at their July 31, 1998 meeting. Background The Affordable Housing Finance Committee advises the Board of Supervisors on the allocation of approximately $4 million in HOME Investment Partnership Act (HOME) and Community Development Block Grant (CDBG) funds for affordable housing development in Contra Costa County. These funds are allocated to the County on an annual basis by formula through the U.S. Department of Housing and Urban Development. The Committee consists of nine members, including: o three City representatives (one each from East, Central, and West County); o three County representatives; and o three Community representatives. The three City representatives are nominated by the Cities in each subregion of the County. Nominations for County and Community representatives are solicited by the Community Development Department, All Committee appointments are reviewed by the Internal Operations Committee and referred to the Board of Supervisors for approval. Committee terms are for three years. - In order to ensure continuity on the Committee, the terms are staggered with three expiring each year. A current Committee roster is attached for your information. The terms of the following three members expired on July 1, 1998, o Calvin S. Robie, Central County Representative 0 Manny Ungson, County Representative o Jeanette Dinwiddie-Moore, Community Representative Consistent with previous policy, these Members are continuing to serve until reappointed or replaced by the Board. In addition to the three expiring terms, an additional County Representative seat is vacant due to the previous resignation from the Committee of Michael Freedland. Mr. Freedland's resignation was accepted by the Board on May 19, 1998. Status of Nominations The City of Walnut Creek polled other Central County jurisdictions to select an individual to represent Central County Cities on the AHFC. The Cities have requested that Calvin S. Robie, the current Central County Representative be reappointed to a new three year term Metter from the City of Walnut Creek attached). Mr. Robie has indicated his interest in continuing to serve on the Committee. Jeannette Dinwiddie-Moore, the current Community Representative, has also indicated her interest in continuing to serve in this capacity. Mr. Robie and Ms. Moore have both been active participants on the Committee, are experienced in affordable housing development and finance issues, and are sensitive to the needs of low-income households! Letters of interest and current resumes from Both individuals are attached for your information. Mr. Ungson has indicated his desire to retire from his position as a County Representative on the Committee. The Department has received an application for membership on the AHFC from Mr. Paul Jullien, Mr. Jullien is experienced in housing;finance and has been active in efforts to develop affordable housing (letter and resume attached). Recommendations Staff recommends that the Internal Operations Committee nominate the following individuals to be appointed by the Board of Supervisors to the Affordable Housing Finance Committee for a three year term beginning immediately and ending on June 30, 2001: a Calvin S. Robie, Central County Representative; o Jeannette Dinwiddie-Moore, Community Representative; and o Paul Jullien, County representative. Staff is continuing efforts to identify an individual to complete the three-year term of Michael Freedland (expires July 1, 1999) and will forward a nomination to the IOC as soon as possible. FINANCIAL IMPACT: None BACKGROUND: 1991 - 1993 On March 12, 1991 the Contra Costa County Board of Supervisors, with the agreement of the Contra Costa Mayors' Conference, initially established the Contra Costa County Library Commission for a two year term from March 15, 1991 through March 14, 1993. Contained within the original March 15, 1991 Board Order creating the Commission is the process whereby the Library Commission can be continued for additional periods of time: ,,...the Commission ...may be continued for additional periods of time, with the approval of the Mayors'Conference and the Board of Supervisors." 1993-1995 On February 23, 1993 the Board of Supervisors reauthorized the continuation of the Library Commission for a one year term to March 14, 1994. At the same time the Mayor's Conference approved the continuation of the Library Commission for a two year term until March 14, 1995. On January 25, 1994 the Board of Supervisors extended the life of the County Library Commission for one year until March 14, 1995. 1995 - 1997 On March 14, 1995 the Board of Supervisors extended the life of the CountyLibrary Commission for two years until March 14, 1997 and the Mayors Conference concurred on April 6, 1995. The Commission members felt it was important to continue the existence of the Commission for an additional year because of the continuing issues facing the County Library.
