RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Director of Social Service, or designee, to execute
Contract#21-354-2 with Contra Costa County Office of Education Regional
Occupation Program in the amount of$68,750 for the period of July 1, 1998 through
June 30, 1999 for the continuation and expansion of child care training for CalWORKs
participants.
FISCAL:
No County Cost. The program is 100% funded with CaIWORKs and Department of
Education ADA funding. CalWORKs funding includes a $50,000 State grant.
BACKGROUND;
The Child Care Training Program is a child care quality and quantity improvement
project. It was piloted in the last quarter of fiscal year 1996-97 at the Balboa Head
Start School in Richmond, and was successful enough to merit expansion to a second
site at the Pittsburg Adult Education Center. In fiscal year 1997-98 the Social Service
Department used State funds to underwrite space costs at two sites and any shortfalls in
ADA funding because of fluctuations in attendance. The same arrangement is being
proposed for fiscal year 1998-99. Additionally proposed is the cost oflcredentialing
fees for each student. Anticipated enrollment is 80 CalWORKs students at each site.
The program, cited as "a State model" by the State Department of Social Services, is a
collaborative effort between Social Service CalWORKs, County Office of Education
ROP, 'West County Adult Education, Pittsburg Adult Education, Head Start,
Community Services Child Development Programs, Contra Costa Child Care Council,
the Private Industry Council, and the Contra Costa County sr g Autlr'ty

Service.

RECOMMENDED ACIION:
1. APPROVE and AUTHORIZE the Social Service Director, or designee, to
AMEND Contract #20-549-18 with California Translation Service for client
translation services by increasing the payment limit from $50,000 to $55,000,
for period of July 1, 1997 through June 30, 1998,
11. APPROVE and AUTHORIZE the Social Service Director, or designee, to
RENEW Contract #20-549-18 with California Translation Service for client
translation services in the amount of$55,000, for period of July 1, 1998
through June 30, 1999.
FISCA
Translation services are considered part of the Social Service Department administrative
costs and are funded by 30% County, 40% Federal and 30% State funds.
BACKGROUND:
The Social Service Department client community includes an increasing number of non-
English speaking people whose primary languages include such divergence as Korean,
Laotian, Tagalog, Russian, Parsi, Afghani, Vietnamese, Sign, etc. For these clients
whose language needs cannot be met by staff, the Social Service Department contracts
for on-call translation services to provide the necessary communications to conduct
business, and to meet Civil Rights requirements of the California Department of Social
Service, Manual Section 21-115,

11. FINANCIAL IMPACT:
These contracts are funded by the California Department of Community Services and Development. No
County funding is required.
III. CHILD NIS IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra Costa County's community
outcomes: "Children Ready for and Succeeding in School" and "Children and Youth Healthy and Preparing
for Productive Adulthood." This program was created with the specific mission to provide support and
guidance to low-income youth in at-risk conditions through adult mentors. Desired goals are to reduce
alcohol/drug use, teen pregnancy, educational failure, gang participation, and violence.

IV. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On June 2, 1998, the Board authorized State Standard Agreement ##97F-1710 Amendment No. 1 with the
California Department of Community Services and Development for mentoring services to increase the
reimbursable amount of the contract by $8,000 and to extend the contract term from May 31, 1998 through
September 30, 1998.
Approval of the contract amendments listed above will allow the County to support and maintain forty (40)
existing mentor-mentee relationships in Contra Costa County through September 34, 1998.

I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
(1) execute on behalf of the County a standard form Vocational Training Agreement
(299) with Truck Driving Academy, 4336 Pock Lane, Stockton, CA 95206 for
the term beginning July 15, 1.998 and ending June 30, 1999 to provide vocational
training to individually referred Job Training Partnership Act (DTPA) participants
for fees as specified in said agreement; and,
(2) execute additional standard form Amendment Agreements with the above
referenced institution as may be need for periodic revisions such as adding or
deleting a training course, changing the tuition fees or to comply with changes in
State or Federal regulations.
H. FINANCIAL IMPACT:
None, one hundred percent federal funded.
III. CHILDREN IMPACT STATEMENT:
This contract is to provide vocational training to appropriate DTPAeligible participants.
This will support the third outcome--Families that are economically self sufficient.

II. FINANCIAL IMPACT
None. Funding for the contracts listed above is all Federal and State. Contractors
contribute a minimum of 1/9th of their Federal Allocation to match.
REASONS FOR RECOMMENDATION
The Director, Office on Aging, recommends authorization to conduct negotiations
and execute Office on Aging's continuing FY 1998-99 contracts as specified above.
In addition, the Director, Office on Aging, requests authorization to execute the
FY 1998-99 contracts upon approval by County Counsel or the Social Service
Contracts and Grants administrator.
